MTR Corporation Limited invites qualified contractors to express their interest in tendering for the re-signalling works of Tuen Mun Depot (TMD) in Light Rail (LRL).
TMD has been in operation for 30 years since 1988. In TMD, there are 24 tracks, including workshop and stabling tracks, which are designed to handle up to 141 Light Rail Vehicles (LRVs). The existing Depot Switch Control System (DSCS) will be upgraded and replaced by a new Depot Signalling System in order to enhance its safety performance for the depot operation.
The scope of the Works includes design, manufacture, supply, delivery, installation, interface, testing, commissioning, training, documentation and rectification of defects during the Defects Liability Period for the re-signalling works of TMD in LRL including:
1. Replacement of the existing DSCS by a new Depot Signalling System in compliance with BS EN 50128 and BS EN 50129 and in conformance with the Safety Integrity Level (SIL) 2 for controlling the train movement in TMD;
2. Provision of servers and workstations with high availability to accommodate all control and monitoring functions and common Human Machine Interface (HMI) in the Depot Control Centre for train supervision;
3. Modification of the existing DSCS to facilitate migration of the new Depot Signalling System with minimum disruption to the depot operation;
4. Provision of new track circuits and train detection equipment for train tracking and point deadlocking inside the signalling control areas in TMD; and
5. Provision of new trackside train to wayside communication equipment for vehicle identification and visualization on the HMI through the telegram generated by the existing on-board signalling equipment.
The prequalification process for the tender will take place in September 2018 and tenders will be invited in November 2018.
In order to be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 19 September 2018 via the MTR Corporation Limited’s E-Tendering System.
Upon expression of interest, the applicants will receive invitation of prequalification via the E-Tendering System. The applicants shall complete and submit all information and details as required in the invitation via the E-Tendering System no later than 2:00pm (Hong Kong Time) on 28 September 2018.
