MTR Corporation Limited invites qualified suppliers to express interest to tender for implementation of Human Resources Management System (the “System”) version upgrade. 

 

The System is now running on PeopleSoft Human Capital Management (HCM) suit version 9.1 Feature Pack #2.  The System has been developed into a sophisticated system with substantial customisation in supporting a wide range of human resources functions, comprising the following modules:

 

• Staff Record Processing

• Leave Management

• Salary Administration

• Payroll Processing

• Retirement

• Employee Self Service / Supervisor Self Service / Manager Self Service / Resource Manager Self Service

• Allowance Claim

• Recruitment

• Training Administration

• Staff Possession of Company Assets

• Medical Scheme Administration

• Dental Scheme Administration

• People Development

• Skill & Competency Management

• Skill Progression Administration

• E-Performance Management

• Interface with other internal and external systems

 

The scope of services includes:

• Upgrade of the System to the latest version

• Enhancement of the operational efficiency of human resources and payroll related activities by the new features in the latest version

• Enhancement of the security of the System

• Facilitating the launching of self-service functions on mobile devices

• On-going system maintenance & support services

 

The prequalification process for the tender will take place in November 2017 and tenders will be invited in November 2017.

 

Interested companies should express interest in writing to Mr Teddy Tang via fax no. (852) 2993 7775 or email to TEDDYT@mtr.com.hk, quoting the Ref. Q057272, on or before 5:00pm, 3 November 2017 and enclosing the following information for assessment:

 

• All project references relating to PeopleSoft HCM upgrading to version 9.2.

• All project references relating to Peoplesoft HCM implemented in the past 5 years.  The number of employees managed by each client shall not be less than 1,000.

• The organisation structure of the proposed on-site Peoplesoft HCM project team and resume of all team members.

 

Only qualified suppliers will be invited to tender.

 

You should not apply for prequalification as a tenderer for this Contract independently if you intend to act as a supplier, sub-contractor or sub-consultant for another company who will apply for the prequalification, or if you are a partner of a joint venture established to seek prequalification for this Contract.

 

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same Contract, whether on their own or as a partner of a joint venture. “Sister companies” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall determine which company will apply for the prequalification
