1. Background Information
The Shatin to Central Link (SCL), which consists of Phase 1 - East West Line (EWL) and Phase 2 - North South Line (NSL), is a strategic railway line that runs through multiple districts in Hong Kong to strengthen the current railway networks by connecting several existing lines through a number of interchange stations. The 11-km EWL extends the Ma On Shan Line (MOL) from Tai Wai Station to Hung Hom where it will connect to the West Rail Line (WRL) to form an East-West rail corridor. The NSL is a 6-km extension of the East Rail Line (EAL) from Hung Hom Station across the harbour to Admiralty Station, forming the North-South rail corridor.
The SCL Phase 1 - EWL consists of 7 new stations (Hin Keng, Diamond Hill, Kai Tak, Ma Tau Wai, To Kwa Wan, Ho Man Tin and Hung Hom) and will be commissioned in 2018.
2. Scope of Works
The scope of works comprises the design, manufacture, supply, delivery, installation, testing, commissioning and rectification of defects during the defects liability period of a train wash plant system at Pat Heung Depot for exterior cleaning of passenger trains.
The train wash plant system shall be a vehicle pass-through type to provide outside wash, including washing of the sides, the front and both cabs at the train ends for the various types of train. The system shall utilize detergents as the cleaning agent and shall include water recycling facilities to minimize the use of fresh water and water treatment equipment to ensure that the effluent meets the statutory requirements. The system shall be able to interface with the signalling system to allow trains to be driven through the wash plant under fully automated operation.

4. Expressions of Interest
In order to be considered for pre-qualification, interested parties having relevant resources, qualifications and experiences are requested to express their interest on or before 14:00 (Hong Kong Time) on 1 February 2016 via the MTR Corporation Limited’s E-Tendering System. Late applications will not be considered.

5. Closing Date for Return of Answers / Information
Upon expression of interest, the contractors will receive invitation of pre-qualification via the E-Tendering System within 2 weeks of 1 February 2016. The contractors shall complete and submit all information and details as required in the invitation via the E-Tendering System no later than the time specified in the pre-qualification invitation letter.
