Pre-qualification for Battery-Electric Locomotives

 

Expressions of Interest are invited from suitably qualified contractors wishing to tender for the above Locomotives Contract

 

 

1.  Background Information 

The MTR Corporation Limited (the Corporation) is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities. Tung Chung Line Extension at Lantau North (TUE) is a railway scheme to improve railway accessibility to Tung Chung West (TCW) and Tung Chung East (TCE) areas with extending the Tung Chung Line (TCL) overrun tunnels at existing Hong Kong Station (HOK) to satisfy the required train services for the proposed developments at Lantau North and airport expansion plans.

 

Expressions of Interest are invited from suitably qualified contractors who have or must establish an office in Hong Kong and have previous experience in design and supply of battery-electric locomotives.

 

2.  Scope of Works

The scope of work for Contract 1281 shall include design, manufacture, supply, delivery to site in MTR Siu Ho Wan Depot (SHD), installation, testing, commissioning, setting to work, performance demonstration, training, provision of spare parts, rectification of defects and maintenance during the defects liability period of eight (8) battery-electric locomotives.

 

These locomotives will be operated at alignment with maximum gradient at 3.2%. One locomotive shall be able to haul 160 ton trailing load plus one defective locomotive. The locomotives shall support dual mode operation, i.e. under catenary mode or battery mode, work in synchronisation under multiple unit formation and be able to reach maximum speed of 65 km/h.

4.  Expressions of Interest

In order to be considered for pre-qualification, interested parties having relevant resources, qualifications and experiences are requested to express their interest on or before 14:00 (HKT) on 6 August 2021 via the Corporation’s E-Tendering System. Late applications will not be considered.

5.  Deadline to Return Answers / Information 

Upon expression of interest, the Contractor will receive invitation of pre-qualification via the E-Tendering System. The Contractors shall complete and submit all information and details as required in the invitation via the E-Tendering System no later than the time specified in the pre-qualification invitation letter.

6.  Other Matters

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.  

 

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
