The Hong Kong Section of the Express Rail Link (XRL) runs from West Kowloon, heading north to the Shenzhen/Hong Kong Boundary, where it connects with the Mainland Section.

 

To prepare for the operational readiness and revenue service of XRL, expressions of interest are hereby invited from suitably qualified contractors wishing to tender for Contract M1152-17E for the provision of the Maintenance Services for the Terrestrial Trunked Radio (TETRA) Systems installed at the West Kowloon Station (WKS), Shek Kong Stabling Siding (SSS), tunnel areas and the associated ventilation buildings along XRL.

 

The scope of the Maintenance Services covers comprehensive corrective and preventive maintenance for the TETRA equipment in XRL.  The Maintenance Services comprise two phases.  The first phase is for the pre-operation services from the date for commencement of the Maintenance Services until the opening of XRL. The second phrase will commence from the opening of XRL for a period of three years, with an option for extension for another three years.

 

The Maintenance Services will be divided into two packages for tendering.  One of the packages is for the comprehensive corrective and preventive maintenance for the Operation and Maintenance (O&M) and the Hong Kong Police (HKP) TETRA Systems.  The other package is for the comprehensive corrective and preventive maintenance for the Fire Services Department (FSD) TETRA System.

 

The O&M TETRA System provides seamless TETRA communication among base station sites, WKS and SSS for the O&M staff.  The major equipment of the System includes base stations, network management terminals, optical modems, playback terminals, radio consoles, mobile switching office, network switches/routers, zone controllers, digital voice recording system and radio public address interface.

 

The HKP TETRA System includes Motorola TETRA base stations installed at WKS, SSS and the ventilation buildings along XRL for HKP personnel to communicate with each other as well as the radio consoles in the HKP control centre.

 

The FSD TETRA System includes Cassidian TETRA base stations installed at the ventilation buildings along XRL for FSD personnel to communicate with each other as well as the radio consoles in the FSD control centre.

 

The prequalification process for the tender will take place in September 2017 and tenders will be invited in November 2017.

 

In order to be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 28 September 2017 via the MTR Corporation Limited’s E-Tendering System.

 

Upon expression of interest, the applicants will receive invitation of prequalification via the E-Tendering System.  The applicants shall complete and submit all information and details as required in the invitation via the E-Tendering System no later than 2:00p.m. (Hong Kong Time) on 6 October 2017.
