Latest Scheme in October 2007 |
In October 2007, the Corporation received the green light from the Government to
proceed with further planning and detailed design of the West Island Line. The
scheme was gazetted under Railways Ordinance.
The locations of the proposed stations and entrances are shown below:

Design Features of Station Entrances
The proposed layout of station entrances will provide a convenient network for both MTR passengers and the public to access destinations in the Bonham Road area as well as the area along Queen's Road West through the unpaid area of the station.
For some of the deep entrances, lifts are considered to be more effective than escalators to overcome the marked level difference between the station concourse and the street.
To improve pedestrian access and facilitate the interchange with the West Island Line, the Corporation proposes to pedestrainise Ki Ling Lane.

Design Features of Station Entrances

Design Features of Station Entrances
To improve pedestrian access and facilitate the interchange with the West Island Line, the Corporation proposes to build a Public Transport Interchange at Kennedy Town Station for the public to interchange with other modes of transport to other parts of Hong Kong Island as well as passenger lifts and an escalator on Sands Street to improve the accessibility between Rock Hill Street and Sands Street.

Public and Private Properties Affected
Some of the public facilities have to be demolished for the construction of stations and entrances. To minimise the impact to the community, the Corporation discussed with the Government and consulted the District Council and local community. The Corporation proposes the re-provisioning of the following public facilities:
1. Kennedy Town Swimming Pool Phase one of the new swimming pool, including a secondary pool, fun pool and jacuzzi, will be re-provisioned at the existing lorry park site at Shing Sai Road before the demolition of Kennedy Town Swimming Pool and phase two of construction, which includes an indoor multi-purpose pool, training pool and jacuzzi, will commence after the completion of West Island Line.
2. David Trench Rehabilitation Centre The facilities of David Tench Rehabilitation Centre will be re-located to ex-Upper Level Police Station before demolition of the existing Centre.
3. Centre Street Cooked Food Centre Some facilities will be re-provisioned to various locations including the East Block, the rest garden of Centre Street Market, public toilet at Kwai Heung Street, Kwok Hing Lane and David Lane.
4. Whitty Street Public Toilet The public toilets at Whitty Street will not be re-provisioned. The Corporation will convert the public toilets of Shek Tong Tsui Municipal Services Building into 24 hours operations
In addition, the Sai Woo Lane football field and playground, Hill Road Sitting Out Area, part of the King George V Memorial Park and Forbes Street Playground will have to be closed and occupied as works areas temporarily during the construction of West Island Line.
For private properties, underground strata of some private lots will be resumed along the route of the West Island Line but the buildings above will not be affected. In addition, two private buildings located at Sai Woo Lane are required to be resumed for the construction of tunnel access shaft and a future station entrance.
Construction
The West Island Line is an underground railway, the construction works mainly comprise the excavation for the running tunnels, stations and pedestrian adits. As most of the line is in rock, excavation is expected to be done by blasting. The tunnel between Sheung Wan to Sai Ying Pun is planned to be excavated by tunnel boring machines and the Kennedy Town Station by open cut method.
Some areas on the ground level along the alignment of the West Island Line will also be required for the construction of entrances, ventilation shafts, temporary construction access and storage of construction plant and materials.
The abattoir site will be used as the major temporary works area of West Island Line after the demolition of buildings, structure and chimneys above ground.
Temporary traffic management will be implemented around some works areas.
A temporary barging point will be set up at the Western District Public Cargo Works Areas for the removal of excavated spoil from the district by sea so as to minimise the traffic and environmental impact as well as nuisance to the district.
A temporary underground magazine site will be built at a remote location at Victoria Road for the storage of explosives for blasting.

As a company that cares the environment, the Corporation will ensure the design, construction and operation of West Island Line will comply with all relevant statutory requirements on environmental protection.
The Corporation will take every possible measure to minimise the impact of the works to the public and ensure all environmental impacts which may arise from the works will be kept within acceptable standards.
The Corporation has employed an independent consultant to carefully assess the possible impacts of the construction and operation of the West Island Line to the environment.
To preserve the precious tree walls along Forbes Street Playground, the Kennedy Town Station will be relocated to a location beneath Forbes Street Playground and Kennedy Town Swimming Pool.
Preservation of tree walls along Forbes Street Playground and King George V Memorial Park is an important part of the Environmental Impact Assessment study.
