Project Description

The Shatin to Central Link (SCL) Protection Works at Causeway Bay Typhoon Shelter (CBTS) is one of the key construction elements under the SCL Hung Hom to Admiralty section [SCL (HUH – ADM)]. Owing to the significant interfacing of SCL tunnel with the Central-Wan Chai Bypass (CWB) project of the Highways Department, which involves the construction of Cut-and-Cover tunnel from temporary reclamation inside the CBTS, there is a need to address how the SCL can be integrated with the CWB tunnel works to minimize the extent and duration of temporary reclamation for both projects. Eventually, the tunnel protection works for the SCL at the CBTS is proposed to be undertaken by Highways Department together with the main CWB works.

The SCL Protection Works involves the construction of a section of the twin track railway tunnel box by Cut-and-Cover method at the crossing above the CWB tunnels. The length of the SCL Protection Works is approximately 160m long and is located entirely offshore within the CBTS. Upon implementation of the SCL in the future, the south end of the Protection Works will be extended from the temporary reclamation to connect with the South Ventilation Building (SOV) at the existing Police Officers’ Club and the north end of the Protection Works will be continued in Cut-and-Cover construction to connect to the Immersed Tube Tunnel (IMT) beneath the harbour.

Temporary reclamation is required for the construction of the Protection Works and will be authorized under the Foreshore and Sea-bed (reclamations) Ordinance. The temporary reclamation will be removed once the Protection Works is completed except a small area at the southwest corner of the reclamation which will be retained to enable construction of the future SCL tunnels connecting to the proposed SOV (the Police Officer Club site). This section of the temporary reclamation will be removed by the SCL (HUH – ADM).

Due to the temporary reclamation for the SCL Protection Works, vessels in the southwest corner will be affected. The southeast corner of the CBTS will thereby need to be dredged to provide sufficient water depth to allow the relocation of moorings. The temporary reclamation for the Protection Works will also require relocation of the temporary Royal Hong Kong Yacht Club (RHKYC) jetty to a new location.
