Procedures of Handling Construction Proposal

1. Submission of Proposal

Construction proposals from Private Sectors, Utility Undertakers, Public Companies and Government Departments are submitted to Railway Protection & Land Survey Section of the MTR, in accordance with the Ordinances, PNAP APP-24, PNRC 14, DEVB TC(W) No. 1/2019, Excavation Permit and Engineering / Special Conditions of Land Grant / Licenses for comments and agreement.

2. Assessment of Construction Works Proposal

Senior Railway Protection Engineer will:

  • Assess effects to railway structures / installations
  • Comment and agree on methods of construction
  • Specify precautionary measures and monitoring requirements
  • Consolidate and convey comments from other MTR departments, if necessary

3. Before Commencement of Works

Private Sectors, Utility Undertakers, Public Companies, Government Departments, APs, RSEs, RGEs or Contractors shall:

  • Notify Railway Protection & Land Survey Section
  • Establish initial condition of railway structures / installations
  • Conduct joint survey to railway structures / installations
  • Establish monitoring schedules
  • Establish communication channel for emergency
  • Hold meetings with Senior Railway Protection Engineer

4. During Construction Stage

Private Sectors, Utility Undertakers, Public Companies, Government Departments, APs, RSEs, RGEs or Contractors shall:

  • Conduct the scheduled monitoring works
  • Carry out regular site inspection
  • Review effects to railway structures / installations
  • Review precautionary and monitoring measures and adjust, if necessary
  • Hold meetings with Senior Railway Protection Engineer
