Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.

 

1.  Background Information 

MTR Corporation Limited invites qualified contractors to express their interest in tendering for Contract 1370 – Provision of Mock-up Detrainment Ramp for the new DRL and TCL Trains.

 

The Contract aims to design and build a full-scale detrainment ramp mock-up based on the specifications provided by the Corporation to support practical training in detrainment ramp deployment and restoration process for the new rolling stock to be operated on the DRL and TCL in due course.

 

2.  Scope of Works

The Scope of Works under the contract comprises two packages:

 

Package A - C7732 Provision of Mock-up Detrainment Ramp for New TCL Train

 

The scope of works under this project comprises the design, manufacture, supply, delivery to site, installation, testing and commissioning, maintenance, and rectification of defects during the Defects Liability Period for the following components:

 

(a) One (1) no. of new TCL Q-train detrainment ramp.

 

(b) The detrainment ramp shall be a full-scale (1:1) production-equivalent replica, featuring an operating mechanism identical to that of the TCL Q-train.

 

(c) The Contractor shall provide a dummy TCL Q-train cab shell to facilitate the installation of the detrainment ramp.

 

(d) The detrainment ramp shall be robust and durable in construction and shall be structurally mountable onto the front structure of the dummy TCL Q-train cab shell.

 

(e) The operation of the detrainment ramp for train-to-track deployment and restoration shall be identical in all respects to that of the operational TCL Q-train.

 

(f) The operating mechanism shall be designed to be safe for use by personnel and shall not present any potential hazards during deployment and restoration.

 

Package B - C2468 Provision of Mock-up Detrainment Ramp for the New DRL Train

 

The scope of works under this project comprises the design, manufacture, supply, delivery to site, installation, testing and commissioning, maintenance, and rectification of defects during the Defects Liability Period for the following components:

 

(a) One (1) no. of new DRL train detrainment ramp.

 

(b) The detrainment ramp shall be a full-scale (1:1) production-equivalent replica, featuring an operating mechanism identical to that of the new DRL Train.

 

(c) The Contractor shall provide a dummy new DRL Train cab shell to facilitate the installation of the detrainment ramp.

 

(d) The detrainment ramp shall be robust and durable in construction and shall be structurally mountable onto the front structure of the dummy new DRL Train cab shell.

 

(e) The operation of the detrainment ramp for train-to-track deployment and restoration shall be identical in all respects to that of the new operational DRL Train.

4.  Expressions of Interest

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. on 20th November 2026 (Hong Kong Time) via the MTR Corporation Limited’s MTR Supplier Portal. Late applications shall not be considered.

5.  Deadline to Return Answers / Information 

Suitable Applicants shall receive a prequalification invitation via the MTR Supplier Portal. The Applicants shall complete and submit all required information and details via the MTR Supplier Portal no later than the time and date specified in the prequalification invitation letter.

 

All invitations and submissions for prequalification shall be carried out through the MTR Supplier Portal at https://supplierportal.mtr.com.hk/.

6.  Other Matters

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.

 

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
