Express Rail Link Project and Shatin Central Link Project

Expressions of Interest are hereby invited from suitably qualified consultants to provide independent Safety Inspection and Safety Audit services for major construction contracts under Express Rail Link (XRL) Project and Shatin Central Link (SCL) Project.
The MTR Corporation Limited (the Corporation) is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities. Currently the XRL Project and SCL Project are under construction and we are committed to maintaining high standards of health and safety for the public, our construction workers and our staff.
The construction works being undertaken by XRL Project and SCL Project include railway stations, tunneling, track works and E&M installation.
The major civil and E&M contracts will be subjected to independent safety inspections and safety audits under the scope of this consultancy.
The scope of the Consultancy shall include the following services:
· conduct a comprehensive safety audit for selected major construction contracts on their safety management system (SMS) once at the start of the contract and then annually; and
· safety inspections on each major construction contract once a month, to verify whether their SMS is being implemented on site and construction risks are adequately controlled.
The Consultant will be managed by the Corporation’s Head of Project Safety. The Consultancy Agreement shall be entered into between the Consultant and the Corporation’s Employees’ Compensation Insurers.

Suitable applicants will be provided with a brochure entitled “Independent Safety Inspection and Safety Audit Services for Express Rail Link Project and Shatin Central Link Project – Information Brochure” which is to be completed and deposited in the Tender Box located at the Level 2 Reception Counter in the MTR Headquarters Building no later than 2:00pm on 14 August 2015 (Hong Kong Time).
In addition, the past three years audited company accounts should also be attached and, if the applicant is a joint venture, then each of the partners of the joint venture must submit their respective accounts.
The information provided by the applicants will be used to assess the suitability of the consultant or joint venture partner to propose for and carry out the Services.
