Expressions of Interest are invited from suitably qualified Applicants for the services described below.
1. Background Information
MTR Corporation Limited invites qualified consultants to express their interest in tendering for Consultancy Agreement A288-22C Consultancy Services for Statutory Submission for Escalator Replacement.
2. Scope of Services
The Corporation intends to implement an escalator replacement project in various MTR stations in Tsuen Wan Line, Kwun Tong Line and Island Line. The project will include the following:
1. Erection of FR-240 temporary hoardings to separate the work sites.
2. Dismantling, removal and replacement of existing escalators (approximately 21 units at 13 MTR stations).
3. Modification of existing E&M services and architectural finishes.
The scope of services for this Consultancy Services includes the following:
a) Preparation of Station and Transport Integration Committee (STIC) submissions to statutory bodies to enable the replacement of escalators.
b) Preparation of Station Safety and Security Coordinating Committee (SSCC) Stage 1 and Stage 2A submissions to statutory bodies for the proposed hoarding plan.
c) Conducting pedestrian and passenger flow surveys for each escalator to validate the data provided by the Corporation.
d) Responding to the comments from the statutory bodies for the STIC and SSCC Stage 1 and Stage 2A submissions.
e) Review of the passenger evacuation calculation at different escalator speeds (0.5m/s, 0.6m/s, 0.75m/s) for each escalator.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00p.m. on 6 June 2022 via MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information
Following expression of interest, Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System on or before 2:00p.m on 6 June 2022.
All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
