Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement. 

 

1.  Background Information 

1.1 The MTR Corporation Limited (the Corporation) is committed to serving the transportation needs of the community of Hong Kong by the provision of world-class railway facilities. The Airport Railway Extended Overrun Tunnel (ARO) is a twin-cell tunnel of around 400 metres in length, to be built beneath Lung Wo Road at the east of Hong Kong Station (HOK), which will enable trains running on the Tung Chung Line (TCL) to turn around beyond the existing Hong Kong Station to meet the future capacity requirements of TCL.  ARO also includes the construction of a new ventilation building (ARB) with emergency access at the new tunnel.

 

1.2 Expressions of Interest are invited from suitably qualified contractors who are registered general building contractors (RGBC) under Buildings Ordinance (Cap. 123), have the necessary experience, capability, and resources to carry out the Works.

 

2.  Scope of Works

2.1 Contract 1901 will be procured using the NEC4 Engineering and Construction Contract June 2017 (with amendments October 2020) – under Option C: target contract with activity schedule.

 

2.2 The contract will adopt secondary option X22, Early Contractor Involvement (ECI), where the Contractor will be appointed and delivery team formed after a single-stage tender, with the design, detailed planning and procurement to be carried out by a joint team under Stage One1, followed by construction and project delivery under Stage Two. Secondary option X10 will also be adopted for the extensive use of Building Information Modelling (BIM).

 

       1 The Corporation is considering having certain early site works to be executed by Contract 1901 during Stage One.

 

2.3 The use of secondary option X22 represents a strategic shift in the Corporation’s project delivery approach where success will rely on a collaborative working approach and a shared commitment to achieving a successful project outcome.

 

2.4 The major elements of works comprise of:

 

i) Design and construction of approximately 400m of underground tunnel to function as the new turnback tunnels for TCL to the east of HOK.

 

ii) Design and construction of ARB, including structure, ABWF and building services with associated testing and commissioning.

 

iii) Design, construction, supply, delivery, installation, testing and commissioning of Tunnel Environmental Control System (TECS), including associated modifications to the existing HOK TECS.

 

iv) Design, construction, supply, delivery, installation, testing and commissioning of new trackwork and overhead line system for TCL new extension tunnel and modifications of trackwork and OHL in existing tunnel as an optional provision.

 

v) Design and construction of modification works to HOK structure, ABWF, building services with associated testing and commissioning.

 

vi) Survey and review of the existing building services and systemwide E&M installation in HOK relating to the modification works and any necessary relocation to facilitate the modifications.

 

vii) Diversion of adjacent utilities, including the cooling water mains, to facilitate the works.

 

viii) Multi-phases of traffic diversions and utility diversions required for construction of ARB and the tunnels east of HOK.

 

ix) Railway alignment design optimization.

 

x) Environmental review and impact assessment and subsequent EIAO process (e.g. Variation of Environmental Permit or Application for Permission to Apply Directly for an Environmental Permit, etc) and obtaining approval from EPD.

 

xi) Public consultation within Central and Western and Wan Chai districts to present updated project information to local residents, District Councils, Harbourfront Commission, People’s Liberation Army, Site 3 developer and other stakeholders as the design and construction progress.

4.  Expressions of Interest

4.1 To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. on 6 February 2026 (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. 5.  Deadline to Return Answers / Information 

5.1 Suitable Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants will complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

 

5.2 All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.

6.  Other Matters

6.1 As part of the required information each Applicant will be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner will submit separate accounts.

 

6.2 Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.

 

6.3 Applicants will note and make themselves aware of the Corporation’s ethical and probity requirements which will be applied throughout the tender and contract periods. Further, Applicants will not, and will ensure that its directors, employees, agents and sub-contractors do not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant will, without affecting its liability for such breach or non-compliance, result in its application not being considered.
