Expressions of Interest are invited from combined multi-disciplinary professional consultants 

 

1.  Background Information 

1.1 Airport Railway Extended Overrun Tunnel (ARO), a proposed new railway tunnel to be located between east of the existing Hong Kong Station (HOK) and proposed new combined Ventilation Building (VB) adjacent to Lung Wo Road which will form part of the Airport Express Link (AEL) and Tung Chung Line (TCL) Extension to better serve the future extension.

 

1.2 MTR Corporation Limited completed a technical study for ARO in 2018, and it provided a preliminary recommendation for extending the AEL and TCL, with flexibility in ARO design to accommodate for future railway development.

 

1.3 Expressions of Interest are invited from suitably qualified multi-disciplinary consultants who have established or will establish an office in Hong Kong at the time of the commencement of the consultancy and have previous experience in tunnel and ventilation building design, with design of modification of existing operating railway, to perform the design for ARO. 

 

1.4 It is essential that the design will be led by a civil and structural engineering consultant.

 

2.  Scope of Services

The scope of design for ARO will include:

 

(a) a multi-disciplinary Preliminary Design to develop the “optimal scheme” for ARO, taking into account of the previous detailed design, technical and enhancement studies that have been carried out as well as all necessary requirements to ensure the existing railway operations would not be affected;

 

(b) obtain approval from MTRCL Operations for AEL and TCL modification, design and coordination with the Operations and Systemwide teams on the modifications;

 

(c) assess various alignment options and derive the optimal alignment to allow flexibility for future railway development;

 

(d) liaise and seek approval from the key stakeholders (private and public) for the diversion of services and utilities;

 

(e) liaise with and obtain approval from relevant Government departments, and the relevant authorities to acquire all the necessary statutory requirements and to prepare enquiry submissions to ensure compliance with Regulations, Ordinance and other government department statutory requirements. Adopt digital submissions to and from Government;

 

(f) further develop the selected optimal scheme, and complete the Reference Design for ARO and obtain all necessary statutory approvals for construction;

 

(g) detailed design, tender support and service for construction for any Advance Works including assessment of data;

 

(h) develop schemes to address the Central Site 3, Site 4 and Site 5 interfaces;

 

(i) adoption of NEC4 Professional Service Contract (PSC) and preparation of tender documentation using the Engineering & Construction Contract (ECC) for each works contracts for construction of ARO, with possibility of Early Contract Involvement (ECI) of Design and Build approach;

 

(j) provide services for tendering, during works and post works contracts;

 

(k) adoption of Common Data Environment (CDE) and full Building Information Modelling to develop the coordinated design and federated model, and to prepare deliverables of the project for the whole life-cycle;

 

(l) preparation of programme, project risk assessments and cost estimates;

 

(m) preparation of the lands and gazette / amendment plans;

 

(n) carry out environmental study under EIAO requirements;

 

(o) providing technical supports to public consultation.

4.  Expressions of Interest

In order to be considered for pre-qualification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 14:00 (HKT) on 28 October 2021 via the MTR Corporation Limited’s E-Tendering System. Late applications will not be considered.

5.  Deadline to Return Answers / Information 

Upon expression of interest, the Consultant will receive invitation of pre-qualification via the E-Tendering System. The Consultants shall complete and submit all information and details as required in the invitation via the E-Tendering System no later than the time specified in the pre-qualification invitation letter.

6.  Other Matters

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for prequalification submission.  When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited.  All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.  

 

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods.  Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited.  Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
