Replacement of Tunnel and Trackside Ductwork, Ventilation Fans and Dampers

Contract No.: C0262.B-26E

Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.

1. Background Information

MTR Corporation Limited invites qualified companies to express their interest in tendering for Contract C0262.B-26E: Replacement of Tunnel and Trackside Ductwork, Ventilation Fans and Dampers at DUAT (DUAT comprising Airport Express, Tung Chung, Disneyland Resort Lines and URL: Island Line, Kwun Tong Line, South Island Line, Tseung Kwan O Line and Tsuen Wan Line) and TML (Tuen Ma Line).

2. Scope of Works

The tender will be split into multiple packages as tabled below:

A	Replacement of ECS ventilation fans and dampers in the tunnel at DUAT and TML
B	Replacement of ECS ventilation fans and dampers in the tunnel at URL
C	Replacement of ECS ductwork and dampers in trackside areas and tunnels at URL

Tenderers may tender for all or any of the above packages.

Package A - Replacement of ECS ventilation fans and dampers in the tunnel at DUAT and TML

Package A comprises the replacement of approximately 51 nos. ECS Ventilation Fans and 41 nos. associated Dampers and 18 nos. silencers at DUAT and TML.

This package includes the following scope of works:-

1. Dismantling of the existing ventilation fans and dampers.

2. Supply of air ducts and silencers.

3. Design, delivery and installation of air ducts, silencers, dampers and fans, with the dampers and fans to be provided by the Employer.

4. The contractor shall coordinate with the fan and damper suppliers under Contract C0262.A-26E for the detailed design and receive the fans and dampers from the nominated suppliers, transporting them from the ground level of the designated stations to the designated installation location.

Package B - Replacement of ECS ventilation fans and dampers in the tunnel at URL

Package B comprises the replacement of approximately 35 nos. ECS Ventilation Fans and 7 nos. associated Dampers and 16 nos. silencers at URL.

This package includes the following scope of works:-

1. Dismantling of the existing ventilation fans and dampers.

2. Supply of air ducts and silencers.

3. Design, delivery and installation of air ducts, silencers, dampers and fans, with the dampers and fans to be provided by the Employer.

Package C - Replacement of ECS ductwork and dampers in trackside areas and tunnels at URL

Package C comprises the replacement of approximately 145 meters of ECS Ductwork and 44 nos. Dampers in trackside areas and tunnels at URL.

This package includes the following scope of work:-

1. Dismantling of the existing air ducts and dampers.

2. Supply of air ducts.

3. Design, delivery and installation of air ducts and dampers, with the dampers to be provided by the Employer.

4. The contractor shall coordinate with the damper suppliers under Contract C0262.A-26E for the detailed design and receive the dampers from the nominated suppliers, transporting them from the ground level of the designated stations to the designated installation location.

4. Expressions of Interest

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 9 October 2026 via the MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information

Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.

6. Other Matters

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall select which company shall apply for prequalification.

The Corporation reserves the right to conduct negotiation with shortlisted tenderers or with the tenderer who submit the lowest price technical compliant tender on the technical and financial terms of the tender offer(s). Such negotiations may be conducted through e-auction or other appropriate methods as determined by the Corporation.
