Expressions of Interest are invited from suitably qualified Applicants for the works and services described below.

 

1.  Background Information 

The MTR Corporation Limited (the Corporation) is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities. The Lantau Projects comprise:

 

a) The Chung Line Extension (TUE) in Lantau North is a railway scheme to improve railway accessibility to the Tung Chung East & West areas. The Tung Chung Line (TCL) overrun tunnels at the existing Tung Chung Station will be extended to the new station Tung Chung West. Tung Chung East Station will be located on the operational line east of the existing Tung Chung Station. The new stations shall offer direct railway access to the Tung Chung New Town Extension (TCNTE) in support of its long-term, sustainable growth in population and employment opportunities;

 

b) a new above ground station Oyster Bay Station (OYB) with side platforms alongside the operating track of TCL is also envisaged under the Siu Ho Wan Depot (SHD) Property Development. The station is part of the future 3-phase development to complement the first population intake of the site; and

 

c) The existing scissor crossing located before Hong Kong station (HOK) of A&T will be relocated to the new turnback tracks located after HOK to improve the turnaround capacity. This works is covered by the ARO Project.

 

The A&T Lines comprises, Airport Express Line (AEL), Tung Chung Line (TCL) and Siu Ho Wan Depot (SHD). The existing A&T signalling system will be modified and upgraded to address the needs of the Lantau Projects.

 

Contracts 1252A - Signalling Works for A&T and Lantau Projects (Onshore Works and 1252B - Signalling Works for A&T and Lantau Projects (Offshore Works covers (a) a new Automatic Train Supervision System (ATSS), (b) asset life extension of the existing A&T (Airport Express Line & Tung Chung Line) Signalling System, (c) Signalling System for the Lantau Projects and d) SACEM trainborne equipment for the new Battery Electric (BE) locomotives and new trains for A&T.

 

The Corporation intends to appoint a consultant to carry out an independent assessments and audits on the safety and service reliability of the signalling works for A&T and Lantau Projects to obtain an independent professional judgment that the works is designed, manufactured, installed, tested and commissioned for safe and reliable operation.

 

Expressions of Interest are invited from qualified consultants who have the necessary experience, capability and resources to carry out the independent safety assessment.

 

2.  Scope of Services

2.1 The Consultant shall perform the role of an independent safety assessor to review and assess the signalling works for A&T and Lantau Projects against the latest international standards which include EN50126, EN50128 and EN50129 and the international Engineering Safety Management Handbook.

 

2.2 The Consultant shall conduct independent safety assessments and audits at the signalling contractor’s premises including factories, manufacturing facilities, design offices and site offices, and on site in Hong Kong, Mainland China and overseas.

 

2.3 The scope of works under the ISA consultancy generally comprises independent assessments and audits on the Contractor’s safety management systems and the service reliability during the design, manufacturing, installation, testing and commissioning (T&C) phases of the signalling contract. The key T&C stages involving train movement, software patches for cut-in or switchover to the existing operating railway and known system performance improvement items and software defect handling shall also be covered.

 

a) Signalling system for TUE
b) Signalling system for SHD Phase 1
c) Signalling system for OYB
d) New ATSS

e) Advance works and modification of the existing signalling systems of A&T to facilitate the TUE, SHD Phase 1 and OYB works
f) Trainborne signalling equipment for the new trains for A&T 
g) Trainborne signalling equipment for the new battery electric locomotives

 

2.4 The following Options to cover ISA services for ARO and SHD Phase 2 & 3 Projects which correspond to the options under Contracts 1252A & 1252B:

 

a) ISA services for signalling system for ARO
b) ISA services for signalling system for SHD Phase 2
c) ISA services for signalling system for SHD Phase 3
d) ISA services for signalling system for alternative short loop 2 (TCW-KOW Turnback Siding)
e) ISA services for trainborne signalling equipment for new trains of AEL (installation, T&C)

4.  Expressions of Interest

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. 27 July 2023 (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5.  Deadline to Return Answers / Information 

Suitable Applicants shall receive a prequalification invitation via the E-Tendering System.  The Consultants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

6.  Other Matters

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.  

 

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
