Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.

1. Background Information

MTR Corporation Limited hereby invites suitably qualified contractors to express their interest in tendering for the Contract C4700-26E Replacement of Tunnel Fire Hydrant Pipe in Various Lines, including Urban Lines, Airport Express Line, Tung Chung Line and Disneyland Resort Line (DUAT) and East Rail Line, Tuen Ma Line and Light Rail (WELM).

2. Scope of Works

This Contract comprises the replacement of existing tunnel fire hydrant pipes along the DUAT and WELM lines. Approximately 31 kilometers of tunnel fire hydrant pipes will be replaced under this Contract.

The Contractor shall be responsible for the provision of all labour, materials, equipment and tools required to carry out like‑for‑like replacement and/or pipe re‑routing works for the existing 100 mm diameter pipes inside the tunnels of DUAT and WELM lines. The scope includes, but not limited to, the replacement of pipe joints, supports/brackets, sleeves, automatic air vents, isolation valves, and expansion joints.

The work shall also include all necessary preparatory work and testing and commissioning (T&C).

The tender may be divided into packages based on different locations subject to further review by the Corporation.

The Contractor shall be a Class 1 and Class 2 Fire Service Installation Contractor registered in Fire Services Department.

4. Expressions of Interest

5. Deadline to Return Answers / Information

Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date stated in the prequalification invitation letter.

All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.

6. Other Matters

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.

The Corporation reserves the right to conduct negotiation with the shortlisted tenderers or with the tenderer who submit the lowest price technical compliant tender on the technical and financial terms of the tender offer(s). Such negotiations may be conducted through e-auction or other appropriate methods and determined by the Corporation.
