Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.

1. Background Information

MTR Corporation Limited invites qualified contractors to express their interest in tendering for Contract C4929-25E: Replacement of Environmental Control System Remote Terminal Units in URL (Phase 1).

The existing Environmental Control System (ECS) Remote Terminal Units (RTU) in Urban Lines (URL) has been put into service since 1999. They interface with station and tunnel ECS equipment for providing control and monitoring functions from Tsing Yi Operations Control Centre (OCC).

This project is the Phase 1 replacement work of the ECS RTU(s) in nineteen (19) URL locations with high availability Programmable Logic Controllers (PLC).

2. Scope of Works

The scope of the Works comprises design, manufacture, supply, delivery to site, installation, testing and commissioning, training, documentation, decommissioning, system cutover, seamless system migration, rectification of defects and performing comprehensive maintenance during the Defects Liability Period as follows:

(a) Replacement of ECS RTU with redundant PLC complete with Remote Input/Output modules (RIO).

(b) Replacement of ECS Local Control Panel (LCP) with off-the-shelf notebook PC with touch screen panel.

(d) The replacement work of ECS RTU, ECS LCP and ECS IBP PLC covers nineteen (19) locations along URL, mainly Kwun Tong Line (KTL) and Tseung Kwan O Line (TKL).

(e) Provision of a new set of Central ECS Control System (CECS). This CECS consists of redundant servers and 2 operator workstations completed with 3 monitors to control and monitor station and tunnel ECS equipment from the new PLC completed with RIO and monitor network communication and hardware health status of new PLC and RIO.

(f) Provision and installation of new equipment cubicles for housing new PLC/RIO hardware, associated network equipment and accessories.

(g) Extension of field signal cables and control cables of station and tunnel ECS equipment from the existing cutover marshalling cubicles (COMC) and sensor converter marshalling cubicles (SCMC) to new equipment cubicles.

(h) Provision of a set of training facilities for Operations Training Department.

(i) Provision of interfaces with other MTR’s system for data exchange.

(j) Provision of Software Development System for future system maintenance and modification.

5. Deadline to Return Answers / Information

Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date stated in the prequalification invitation letter.

All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.

6. Other Matters

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
