Expressions of Interest are invited from suitably qualified Applicants for the replacement works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
MTR Corporation Limited invites qualified contractors to express their interest in tendering for Contract C5583-26E : Replacement of SAMS at KTL, TKL and TAD.
2. Scope of Works
The scope of works comprises the design, supply, installation, testing and commissioning of replacing the Security Access Management System (SAMS) at KTL and TKL, including the stations and ventilation buildings: Lam Tin Station (LAT), Kai Tin Traction Substation (KTT), Cha Kwo Ling Portal (CKP), Cha Kwo Ling Portal Ventilation Building (CVB), Kwun Tong Station (KWT), Kowloon Bay Station (KOB), Choi Hung Station (CHH), Hammer Hill Road Ventilation Building (HHR), Diamond Hill Station – URL (DIH), Wong Tai Sin Station (WTS), Lok Fu Station (LOF), Kowloon Tong Station (KOT), Shek Kip Mei Station (SKM), Yau Tong Station (YAT), Yau Tong Ventilation Building (YVB), New Cha Kwo Ling Ventilation Building (NCB), Tiu Keng Leng (TIK), Tseung Kwan O Station (TKO), Tseung Kwan O Infeed Substation (TTI), Pak Shing Kok Ventilation Building (PVB), Hang Hau Station (HAH), Po Lam Station (POA), LOHAS Park Station (LHP) and Tai Wai Depot (TAD). The brief scope of works is included the following:
1) Design, development, manufacture, supply, delivery, installation, testing and commissioning of:
a. SAMS Backend Server Computer (BSC) – managing database(s) and configurations for SAMS administration, monitoring and remote control of stations’ SAMS doors and Station Security Computer (SSC) status and handling data from interfaces with existing Centralize SAMS Server via Simple Object Access Protocol (SOAP);
b. Remote Terminal (RT) – performing SAMS administration and monitoring and remote control of stations’ SAMS doors;
c. Station Security Computer (SSC) – performing local SAMS administration, monitoring and remote control of station SAMS doors, and handling local remote control and monitoring via Main Control System (MCS) interfaces in stations/depots;
d. Group Control Units (GCU) – a micro-controller with sufficient input ports to accept signals/sensors inputted from the doors and auxiliary devices and provide power to drive electric locks;
e. Local Control Units (LCU) - integrated with touch LCD display and Contactless Smart Card reader module (CSC) of Octopus Cards Ltd. (OCL);
f. Duress alarm indicator with associated accessories;
g. One single-integrated complete application software for the SAMS core function, such as administration, configuration, doors monitoring and remote control, system audit, transaction, event and alarm log;
h. SOAP SOAP Interface between SBS and MTR existing Centralized SAMS Server (CSS) to update its own database when there are data changes from existing SAMS and upload necessary transaction to CSS for central report generation;
i. Modbus Interfaces between SSC and Station Monitoring System (SMS) and Main Control Systems (MCS) for Station Control; and
j. Software Development System.
k. IoT provision and other standard provision for data exchange/interface to other system;
2) Replace approximately 363 units of existing GCUs with the new GCUs;
3) Replace approximately 827 units of existing LCUs with the new LCUs;
4) Perform cable tests to verify the healthiness of existing cables and keep using all cables of existing SAMS to suit the new SAMS. In case the existing cable is not healthy, replace new cable to suit SAMS.
5) Keep using existing door ironmongery.
6) RS-485 communication networks for new SAMS in stations;
7) LV electrical installations for the SAMS replacement; and
8) Twelve (12) months of Defects Liability Period (DLP).
New SAMS shall be extendable to cover additional stations/locations in future.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 3 August 2026 via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5. Subsequent Actions
Suitable Applicants shall receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.
All invitations and submissions for prequalification and tender will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this contract.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as a single entity if you intend to act as a supplier, sub-contractor or sub-consultant for another entity who shall also apply for the prequalification, or if you are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
