Expressions of Interest are invited from suitably qualified Applicants for the works described below.
1. Background Information
MTR Corporation Limited invites qualified contractors to express their interest in tendering for Contract C7487-24E: Smart Toilet System in Stations.
2. Scope of Works
2.1 The Contract includes the provision of Smart Toilet System in the male toilets, female toilets, accessible toilets, and baby care rooms in 14 MTR stations including East Tsim Sha Tsui Station (ETS), Hung Hom Station (HUH) (Platform), Kai Tak Station (KAT), Mei Foo Station (MEF), Tai Wai Station (TAW), Yuen Long Station (YUL), Mong Kok East Station (MKK), Quarry Bay Station (QUB), Sheung Shui Station (SHS), Sha Tin Station (SHT), Mong Kok Station (MOK), Prince Edward Station (PRE), Sai Ying Pun Station (SYP) and Tsing Yi Station (TSY).
2.2 The brief scope of the Works under the Contract is as follows:
a) Design, supply and install the Sensor Sub-system completed with the Long Range Wide-Area Network (LoRaWAN) sensor devices with associated electrical works for toilet condition monitoring, including but not limited to door contact sensors with LED indicator, motion detection sensors, cigarette detection sensors, indoor air quality sensors, tissue level sensors, soap level sensors, rubbish bin fill level sensors, new litter bins with level sensors for toilet cubicles, people counters and occupancy sensors.
b) Design and supply the Toilet Display Sub-system consisting of LCD Display Units, cabinets installed with Personal Computers, and Long-Term Evolution (LTE) Routers with mobile data subscription for displaying the real-time toilet conditions from the Application Server.
c) Design and develop a Cloud-Based Smart Toilet Application Server completed with all associated software including Operating System, database, application, and interface software.
d) Supply the portable tablets with mobile data subscription in each cleaner’s room for displaying the web-based Man Machine Interfaces (MMIs) of Application Server.
e) Design and develop the web-based MMIs for performing real-time monitoring of the Delivered System via the workstations and the tablets, and a separate dashboard for providing real-time status of the toilets via LCD Display Units.
f) Supply and install cables and cable containment, terminals, circuit breakers, adapter boxes and all necessary accessories for the associated E&M works.
g) Provide associated builder’s works for sensors and cabinets installation.
h) Provide spares, special tools, and test equipment.
2.3 The following options will be included in the Contract:
a) Provision of Smart Toilet System in Kowloon Station (KOW), Tin Shui Wai Station (TIS), Tuen Mun Station (TUM) and Hung Hom Station (HUH) (Concourse).
b) Migration of the service for the existing Smart Toilet System Applications in Admiralty Station (ADM), Exhibition Centre Station (EXC), Hong Kong Station (HOK), Diamond Hill Station (DIH), Yau Tong Station (YAT), Tsim Sha Tsui Station (TST) and Central Station (CEN) to the new Cloud-Based Application Server.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 28 March 2024 via MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information
Following expression of interest, Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than 2:00pm (Hong Kong Time) on 8 April 2024.
All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
