Expressions of Interest are invited from suitably qualified Applicants for the works and maintenance services described below.

 

 

1.  Background Information

 

MTR Corporation Limited invites qualified contractors to express their interest in tendering for the following contracts:

  • Contract C7717.C-25E – Replacement of UPS and Batteries (Phase 1 of Batch E2)
  • Contract M1325-25E – Maintenance Services for UPS and Batteries (Phase 1 of Batch E2).

The UPS and batteries across the MTR network are scheduled for replacement in batches, based on their condition and asset life. Batch E2 covers assets scheduled for replacement between 2026 and 2029, with Phase 1 focusing on those due in 2026. The remaining scope of Batch E2 is tentatively planned for tendering in 2026.

2.  Scope of Works

 

Contract C7717.C-25E – Replacement of UPS and Batteries (Phase 1 of Batch E2)

The scope of the works of Contract C7717.C-25E includes the design, manufacture, transportation, delivery, supply, installation, modification, decommissioning, removal, testing & commissioning for the replacement of 26 nos. of 3-Phase UPS, 99 nos. of 1-Phase UPS, along with approximately 1,200 nos. of associated batteries and all necessary accessories. These works will be carried out across the Airport Express Line, Tung Chung Line and Disney Resort Line (AT&D), East Rail Line (EAL), South Island Line (SIL), Tuen Ma Line (TML), Urban Line (URL) and Light Rail Line (LRL). The UPS and battery replacement works are scheduled for completion by February 2027.

Contract C7717.C-25E will be conducted in conjunction with Contract M1325-25E. Tenderers interested in this tender must also submit the tender for Contract M1325-25E.

Contract M1325-25E – Maintenance Services for UPS and Batteries (Phase 1 of Batch E2)

The scope of the maintenance services of Contract M1325-25E includes the comprehensive corrective and preventive maintenance, on-call fault handling services, and equipment repair or replacement for the batteries replaced under Contract C7717.C-25E, plus approximately 6 nos. of 3Phase UPS with 800 nos. of batteries. The duration of the maintenance services shall be 4 years, which is scheduled for commencement in 2027 and for completion in 2030. The actual commencement of the maintenance services shall be subject to completion of Contract C7717.C-25E.

Tenderers interested in this tender must also submit the tender for Contract C7717.C-25E.

The prequalification process for the tenders will take place in November 2025 and tenders will be invited in December 2026. The contracts are scheduled to be awarded in March 2026.

4.  Expression of Interest

 

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 31 October 2025 via the MTR Corporation Limited’s E-Tendering System.  Late applications shall not be considered.

5.  Deadline to Return Answers / Information

 

Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

6.  Other Matters

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this contract.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as a single entity if you intend to act as a supplier, sub-contractor or sub-consultant for another entity who shall also apply for the prequalification, or if you are a partner in a joint venture established to seek prequalification for this Contract.

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
