Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
MTR Corporation Limited invites qualified companies to express their interest in tendering for Contract C7731.A-23E: Visualized Remote Earthing System at Airport Express Line, Tung Chung Line & Disneyland Resort Line (AT&D).
2. Scope of Works
The scope of works comprises the design, supply, delivery, installation, modification, testing and commissioning and defects rectification during the Defects Liability Period of the following:
(a) Provision of visualized remote earthing system with 97 sets of trackside remote earthing switches with multi-core control cables;
(b) Provision of 12 workstations at stations and Tsing Yi – Operation Control Centre (TSY-OCC);
(c) Provision of multi-core control cables for 28 Overhead Line (OHL) isolators to enable remote status monitoring and controlling functions;
(d) Supply and installation of LV power supply for remote earthing switches and OHL isolators;
(e) Provision of visualized remote earthing system’s backend system server with redundancy and the corresponding control software;
(f) Supply and installation of patch panels, access switches and Corporate Data Network (CDN) fan-out switches and optical fiber cables for connection between visualized remote earthing system and CDN;
(g) Construction of civil support structures and footings for visualized remote earthing system;
(h) Provision of a standalone remote earthing system for training purpose (1 remote earthing switch, 1 backend server and 1 workstation); and
(i) Supply only of 2 remote earthing switches with associated equipment and 1 workstation as spare for future extension projects.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 25 September 2023 via the MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information
Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.
All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
