Expressions of Interest are invited from suitably qualified Applicants for the works described below.

 

 

1.  Background Information

 

MTR Corporation Limited invites qualified companies to express their interest in tendering for Contract C9944.F-26E: Provision of 5G and LTE Private APN Network for New DRL Signalling System.

2.  Scope of Works

 

The scope of Works shall include the design, supply, installation, configuration, testing and commissioning of 5G/LTE mobile communication services and associated network infrastructure to support the DRL signalling replacement works, covering Disneyland Resort Line (DRL) Mainline, Airport Express Line (AEL) and Tung Chun Line (TCL) Interconnection Track, Siu Ho Wan Depot (SHD) Test Track and SHD Co-Innovation Laboratory (CIL).

The scope shall include the subscription and provisioning of 5G/LTE SIM cards, private Access Point Names (APNs) and leased line services from Mobile Network Operators (MNOs), together with the design, supply, installation, configuration, testing and commissioning of fiber modems, fiber patch panels, Small Form-factor Pluggable (SFP) modules and associated accessories at Sunny Bay Station (SUN) and SHD, and the provision of cabling, mounting supports and lead‑in facilities for interconnection between the MNOs’ Data Centres and the fiber patch panels at SUN Telecom Equipment Room (TER).

The scope shall also include coordination with the MNOs for site surveys, radio coverage assurance and system configuration, and the provision of technical support for installation, testing and commissioning, interface testing, fault investigation and defects rectification during the Defects Liability Period.

4.  Expressions of Interest

 

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 17 April 2026 via the MTR Corporation Limited’s E-Tendering System.

5.  Deadline to Return Answers / Information

 

Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.

6.  Other Matters

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
