Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement. 

 

1.  Background Information 

The MTR Corporation Limited (the Corporation) is committed to serving the transportation needs of the community of Hong Kong by the provision of world class railway facilities. Hung Shui Kiu (HSK) Station is a proposed new railway station to be located between Tin Shui Wai (TIS) Station and Siu Hong (SIH) Station on the existing Tuen Ma Line (TML) to serve the future Hung Shui Kiu / Ha Tsuen New Development Area (HSK/HT NDA) and districts nearby.

 

Expressions of Interest are invited from suitably qualified contractors who are registered general building contractors (RGBC) under Buildings Ordinance (Cap. 123) and have the necessary experience, capability, and resources to carry out the works.

 

2.  Scope of Works

2.1 Contract 1801 will be procured using the NEC4 Engineering and Construction Contract (June 2017 with amendments dated October 2020) – under Option C: target contract with activity schedule.

 

2.2 The contract will adopt secondary option Clause X22, Early Contractor Involvement (ECI), where the Contractor will be appointed and delivery team formed after a single stage tender, with the design, detailed planning and procurement to be carried out by a joint team under Stage One Note 1, followed by construction and project delivery under Stage Two.

 

Note 1:

The Corporation is considering having certain early site works to be executed by Contract 1801 during Stage One. 

 

2.3 The use of secondary option Clause X22 represents a strategic shift in the Corporation’s project delivery approach where success will rely on a collaborative working approach and a shared commitment to achieving a successful project outcome.

 

2.4 The major elements of the works comprise the design and construction of:

 

i) A new two-level station with at-grade concourse and elevated side-platforms for 8-car trains to be built around the existing TML twin-deck viaducts between TIS Station and SIH Station.

 

ii) Building services works, including mechanical, electrical, fire, plumbing and drainage

 

iii) Systemwide E&M works including Trackside Auxiliaries, Power Supply System, Communication System, Radio System and Personal Mobile Communication System, Main Control System, Lifts & Escalators, Security Access Management System, Automatic Fare Collection System, Platform Screen Door, Trackwork and Overhead Line.

 

iv) ABWF works, including common station components, such as signage, information corners, metal doors and ironmongery, etc.

 

v) Modification works, including to the existing TML viaduct to remove the upper portion of parapets to accommodate construction of the new HSK Station platforms and to accommodate the required emergency access provisions and the existing building services and railway systemwide E&M works.

 

vi) Provision of restraint units and derailment protection beams to the existing floating slab track.

 

vii) Modification of ancillary buildings, railway equipment and facilities to suit the proposed HSK Station.

 

viii) Interface works with the HSK/HT NDA which is under planning by CEDD, including roadworks, footbridge connection, temporary nullah diversion and utility connections, as well as works to accommodate the potential future connection to the nearby station for the future Hong Kong-Shenzhen Western Rail Link (Hung Shui Kiu – Qianhai) under planning by HyD/RDO.

 

ix) Interface works with the proposed pedestrian links to adjacent potential property sites.

 

x) Temporary public transport interchange.

 

xi) Temporary traffic diversion, temporary utilities diversion and/or permanent utilities diversion to allow construction of the Works.

 

xii) Tree related works such as tree pruning, tree removal and tree transplant, if applicable.

4.  Expressions of Interest

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. on 13 November 2023 (Hong Kong Time) via the Corporation’s E-Tendering System. Late applications shall not be considered.

5.  Deadline to Return Answers / Information 

Suitable Applicants shall receive a prequalification invitation via the E-Tendering System.  The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

6.  Other Matters

As part of the required information each Applicant shall submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited.  All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.

 

Applicants should note and satisfy themselves that they comply with the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods.

 

Applicants shall not, and shall ensure that its directors, employees, agents, and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this requirement by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered by the Corporation.
