Expressions of Interest are invited from suitably qualified Applicants for the services described below. 

 

1.  Background Information 

The MTR Corporation Limited (the Corporation) is committed to serving the transportation needs of the community of Hong Kong by the provision of world class railway facilities.  Hung Shui Kiu Station (HSK) is a new railway station to be constructed between Tin Shui Wai Station (TIS) and Siu Hong Station (SIH) on the existing railway viaduct of the Tuen Ma Line (TML), serving the Hung Shui Kiu / Ha Tsuen New Development Area (HSK/HT NDA) and nearby residents.

 

The design and construction of the main station works is under Contract 1801, which adopts NEC4 ECC with secondary option Clause X22.  Per the requirements of the Instrument of Exemption (IoE) issued by the Buildings Department (BD), the Corporation would like to commission this consultancy agreement to provide independent design review, checking and certification in the capacity of MTR’s Checker on all relevant statutory submissions for Contract 1801.

 

Expressions of Interest for tender are invited from suitably qualified consultants who are on the Engineering & Associated Consultant Selection Board (EACSB) under Civil Infrastructure and Development (CE) Group 2 or Group 3 list of Consultants and have the necessary experience, capability, and resources to carry out the services.

 

This consultancy will adopt NEC4 PSC Option C with Activity Schedule.  The Corporation’s expectations with respect to the quality of services provided by the Consultant are high and a target of obtaining approval from BD first time around in 99% of all submissions will form part of the Scope.  The adoption of Secondary Option X20 – Key Performance Indicator as incentivization for satisfactory performance in this Consultancy is currently under consideration.

 

Subject to satisfactory performance and quality of the services provided, the Corporation may vary the extent of services under the Consultancy to cover its future new projects, excluding the Northern Link (NOL) project for which a separate consultancy is intended.

 

2.  Scope of Services

The scope of the MTR’s Checker Services will include:

 

(a) Provide independent checking services to ensure that the statutory submissions to be submitted by Contract 1801’s AP/RSE/RGE:

 

  • comply with the Buildings Ordinance (BO), the IoE requirements and statutory requirements; and
  • also comply with the Corporation’s Design Standards Manual (DSM), associated specifications and requirements.

(b) Provide independent checking services to ensure that the certification of Contract 1801 completion submission documents:

 

  • complies with the BO, the IoE requirements, statutory requirements and imposed conditions as stipulated in the BD approval letters; and
  • also complies with the Corporation’s DSM, associated specifications and requirements.

to facilitate the BD acknowledgement of the certification of completion.

4.  Expressions of Interest

To be considered to submit a tender, interested parties who are on the EACSB under Civil Infrastructure and Development (CE) Group 2 or Group 3 list of Consultants and having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. on 25 November 2025 (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. Late applications will not be considered.

 

In addition to the above, and to ensure independence, applicants are required to confirm that they are not undertaking, or have committed to undertake, any other services related to the design of HSK. By submitting an expression of interest, interested parties are deemed to have no conflict or potential conflict and are eligible to submit a tender for this consultancy.

5.  Deadline to Return Answers / Information 

Upon submission of an expression of interest, suitable Applicants will receive invitation to submit tender via the E-Tendering System. The tenderers shall complete and submit all the required information and details via the E-Tendering System no later than the time specified in the invitation letter.

6.  Other Matters

As part of the required information, each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission.  If an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited.  All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.

 

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods.  Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited.  Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
