Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
MTR Corporation Limited invites qualified contractors to express their interest in tendering for Contract No. K2279-25E: Replacement of MCS in TML (TUM to ETS).
The existing Main Control System (MCS) Remote Terminal Units (RTUs) along the Tuen Ma Line (Tuen Mun Station to East Tsim Sha Tsui Station) (TML (TUM to ETS)) have been put in operation since 2003. These RTUs interface with various railway systems—including Fire Services (FS) System, Power Supply System (POW), Tunnel Ventilation System (TVS), Overhead Line (OHL), Plumbing and Drainage (P&D) System—to enable both local station and remote control and monitoring from the Tsing Yi Operations Control Centre (OCC).
This project is Phase 1 of the MCS RTU replacement works, specifically targeting RTUs related to power remote control (PRC) within the TML. It covers TML from TUM to ETS, including trackside locations, auxiliary buildings, Track Section Cabins (TSCs), Feeder Stations, and Pat Heung Depot (PHD).
This Contract includes option of the modification of the MCS to undertake Operations Interface (OI) works for the additional Power System equipment introduced through the Hung Shui Kiu Station (HSK) and Tuen Mun South Extension (TME) new line projects.
2. Scope of Works
The scope of the Works comprises design, manufacture, supply, delivery to site, installation, testing and commissioning, training, documentation, decommissioning, system cutover, seamless system migration, rectification of defects and performing comprehensive maintenance during the one-year Defects Liability Period as follows:
(a) Replacement of PRC-related RTUs with Remote Input/Output modules (RI/O) in TML. It covers TML from TUM to ETS, including trackside locations, auxiliary buildings, TSCs, Feeder Stations, and PHD.
(b) Replacement of Integrated Backup Panels (IBP) RTUs in TML. It covers TML from TUM to ETS, including PHD.
(c) Replacement of two Front End Processors (FEP) at Mei Foo Station (MEF) for interfacing with the Tunnel Ventilation System.
(d) Provision of a new Central Power Remote Control System (CPRC). The CPRC shall consist of redundant servers and operator workstations, enabling centralized control and monitoring of Power System equipment throughout the entire TML. This will be achieved via integration with both new and existing PRC-related RTUs. The system shall also monitor the network communication status and hardware health of the new RTUs and RI/O. It shall be designed with sufficient capacity to support future expansion, ultimately serving as a unified CPRC platform for both the TML and East Rail Line (EAL).
(e) Provision of a dedicated Industrial Internet of Things (IIoT) and Application Programming Interface (API)-led platform. The new CPRC will be hosted on this platform, allowing seamless data access and interfacing with other systems.
(f) Provision and installation of new equipment cubicles for housing the new RTUs and associated RI/O hardware, network equipment and accessories.
(g) Extension and reconnection of field signal cables and control cables for interfacing with Power System equipment from the existing marshalling cubicles to the new equipment cubicles.
(h) Provision of a set of training facilities for Operations Training Department.
(i) Provision of interfaces with the Mimic Display System and the Data Studio Server for monitoring and data analysis of the Power System equipment in TML.
(j) Modification of the MCS to enable control and monitoring of the additional Power System equipment introduced through the interfacing systems of the HSK and TME new line projects. The interfacing systems include Power Supply System and Trackside Auxiliaries for TME, KTU(EAL) and HSL (under Contract 1555), Trackwork and Overhead Line for TME and HSK (under Contract 1520), Signalling System for TME and HSK (under Contract 1552) and MCS for Lantau Extension (under Contract 1259). (k) Provision of Software Development System for future system maintenance and modification.
(l) Provision of one-year Defects Liability Period upon completion of the works.

4. Expressions of Interest

5. Deadline to Return Answers / Information
Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date stated in the prequalification invitation letter.
All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
