Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
MTR Corporation Limited invites qualified contractors to express their interest in tendering for Contract K3306-26E – Replacement of UPS, CBS and Batteries and Contract M1336-26E – Maintenance Services for UPS, CBS and Batteries.
2. Scope of Works
The scope of the Works of Contracts K3306-26E (Packages A and B) and M1336-26E (Packages A, B and C) are stated in detail as follows:
Contract K3306-26E – Replacement of UPS, CBS and Batteries
Package A - For Stations, Depots and Power Distribution System
a) Like-to-like replacement of approximately 8 sets of single-phase Uninterruptible Power Supply (UPS) System encompassing all associated low-voltage (LV) modifications, cable installation works, and auxiliary accessories at Tuen Ma Line (TML), Urban Lines (URL) and Light Rail (LRL).
b) Like-to-like replacement of approximately 80 sets of three-phase UPS System and Central Battery System (CBS) encompassing all associated LV modifications, cable installation works, and auxiliary accessories at Airport Express Line, Tung Chung Line and Disneyland Resort Line (AT&D), East Rail Line (EAL), South Island Line (SIL), Tseung Kwan O Line (TKL), TML and URL.
c) Removal of 1 set of three-phase UPS System with all associated accessories and battery.
d) Replacement of approximately 28,600 nos. of existing batteries with new batteries (Lead Acid (Gel) and Absorbed Glass Mat (AGM) Type) for 344 sets of existing UPS/CBS encompassing all associated cable installation works, and auxiliary accessories at AT&D, EAL, SIL, TKL, TML, LRL and URL.
The tender for Contract K3306-26E (Package A) will be conducted in conjunction with Contract M1336-26E (Package A). Shortlisted tenderers interested in the tender for Contract K3306-26E (Package A) must also submit the tender for Contract M1336-26E (Package A).
Package B - For Signalling and Telecommunication Systems
a) Like-to-like replacement of approximately 15 sets of single-phase UPS System encompassing external bypass switch and circuit modifications with all necessary UPS accessories and cable installation works in LRL.
b) Replacement of approximately 6 sets of three-phase UPS in “N+1” configuration, including external bypass switch and circuit modifications with all necessary UPS accessories in the Signalling Equipment Room along SIL.
c) Replacement of approximately 6,550 nos. of existing batteries with new batteries (Lead Acid (Gel) and AGM Type) for 190 sets of existing UPS/CBS encompassing all associated cable installation works, and auxiliary accessories at AT&D, EAL, SIL, TKL, TML, LRL and URL.
The tender for Contract K3306-26E (Package B) will be conducted in conjunction with Contract M1336-26E (Package B). Shortlisted tenderers interested in the tender for Contract K3306-26E (Package B) must also submit the tender for Contract M1336-26E (Package B).
Contract M1336-26E – Maintenance Services for UPS, CBS and Batteries
Package A - For Stations, Depots and Power Distribution System
The scope of the maintenance services under Package A of Contract M1336-26E includes comprehensive corrective and preventive maintenance, on-call fault handling services and equipment repair or replacement for the UPS and batteries to be replaced under Package A of Contract K3306-26E.
Shortlisted tenderers interested in Contract M1336-26E (Package A) must also submit the tender for Contract K3306-26E (Package A).
Package B - For Signalling and Telecommunication Systems
The scope of the maintenance services under Package B of Contract M1336-26E includes comprehensive corrective and preventive maintenance, on-call fault handling services, and equipment repair or replacement for the UPS and batteries to be replaced but excluding 85 sets single-phase of approximately 340 nos. batteries under Package B of Contract K3306-26E.
Shortlisted tenderers interested in Contract M1336-26E (Package B) must also submit the tender for Contract K3306-26E (Package B).
Package C - For Existing UPS and CBS of Stations, Depots, Power Distribution System, Signalling and Telecommunication Systems
The scope of the maintenance services under Package C of Contract M1336-26E includes comprehensive corrective and preventive maintenance, on-call fault handling services, and equipment repair or replacement for approximately 400 nos. of existing UPS and CBS at railway stations, auxiliary buildings, and depots of AT&D, TWL, KTL, ISL, TKL, EAL, TML and LRL.

4. Expression of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 12 June 2026 via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5. Deadline to Return Answers / Information
Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this contract.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as a single entity if you intend to act as a supplier, sub-contractor or sub-consultant for another entity who shall also apply for the prequalification, or if you are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
