Expressions of Interest are invited from suitably qualified Applicants for the maintenance services described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.

1. Background Information

MTR Corporation Limited invites qualified contractors to express their interest in tendering for provision of the maintenance services for building services (BS) systems of West Kowloon Station (WEK), ancillary buildings (Ventilation Buildings-VBs), Shek Kong Stabling Sidings (SSS), Track Side and Tunnels of Hong Kong High Speed Rail (HSR).

2. Scope of Maintenance Services

The scope of the Maintenance Services comprises the corrective and preventive maintenance for the Building Services Systems at West Kowloon Station (WEK), eleven ancillary buildings (Ventilation Buildings-VBs).

Shek Kong Stabling Sidings (SSS), including Emergency Rescue Siding (ERS), Main Building (SMB), Running Maintenance Shed (RMS), and Infrastructure, Building Maintenance and Permanent Way Maintenance Building (IBP), Locomotive Shed (SLS), Dangerous Goods Store (DGS), Diesel Fuelling Station (DFS), Operations Control Centre (OCC), Under Floor Wheel Lathe (UFWL), Shek Kong Feeder Station (SHK), Security Operations Centre (SOC), Water Pump House (WPH), Train Wash Plant (TWP), Shunt Neck Staircase (SNS).

Every Tunnels, cross passage, recess, niches between every ancillary building (VB) from West Kowloon Station (WEK) to West Kowloon Plant Building (WKP), and from Mai Po Ventilation Building (MPV) to mainland boundary. Shunt Neck Tunnel and associated staircase, Depot Approach Tunnels to Shek Kong Stabling Sidings (SSS).

The Maintenance Services including Environmental Control System, Building Services Control System, Electrical Installation, Fire Services, Plumbing & Drainage, Tunnel Environmental Control System, LV Check Meters, Trackside Auxiliaries, Building Services for Tunnel Ventilation Facilities and Emergency Rescue Siding, Shek Kong Stabling Sidings, Underfloor Wheel Lathe System at Shek Kong Stabling Sidings, West Kowloon Terminus Station North (Drainage pipe/duct and E&M equipment installed under civil contract), Mainland Railway Police (MRP) and Mainland Railway Police (MRP) Stage 2 Office, supply of signs, supply of advertising panels, toilet fit-out for West Kowloon Terminus, Fire Services and Plumbing & Drainage System for Mainland Customs, Immigration and Quarantine (MCIQ), Land Desk E&M and Smart toilet system.

The individual building services equipment installed inside Hong Kong Customs, Immigration and Quarantine (HKCIQ) areas at WEK and solely serving these areas are excluded from the scope of Maintenance Services, but the building services equipment installed for the common area and the integrated systems which cannot be separately maintained and building services equipment installed inside MCIQ are included in the scope of the Maintenance Services.

The Contract period will be four years and will include an Option for extending the maintenance services for another four years.

4. Expression of Interest

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 15 December 2023 via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5. Subsequent Actions

Suitable Applicants shall receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

All invitations and submissions for prequalification and tender will be carried out through the E-Tendering System at http://www.hkextender.com.

6. Other Matters

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this contract.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as a single entity if you intend to act as a supplier, sub-contractor or sub-consultant for another entity who shall also apply for the prequalification, or if you are a partner in a joint venture established to seek prequalification for this Contract.

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
