Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
MTR Corporation Limited invites qualified companies to express their interest in tendering for Contract M1330-26E for the provision of the maintenance services for the existing Environmental Control System (ECS) combined system (including Central Plant, Station Ventilation and Water Treatment) installed at MTR stations and depots including AEL (Airport Express Line), TCL (Tung Chung Line), URL (Urban Lines), WIL (West Island Line), KTE (Kwun Tong Line Extension), EAL (East Rail Line), TML (Tuen Ma Line), LRL (Light Rail), Depots except WCD (Wong Chuk Hang Depot) and TKD (Tseung Kwan O Depot), and ancillary buildings for TML, EAL, LRL, AT&D, WIL and KTE.
2. Scope of Works
The tender will be split into multiple packages as tabled below:

Tenderers may tender for all or any of the above packages.
The scope of services comprises preventive maintenance, corrective maintenance and parts replacement for:

Ventilation systems, including but not limited to fans, dampers, filters, air compressors, smoke ventilators, air handling units, motor control centres, local motor control panels, uninterruptible power supplies, temperature monitoring systems, tunnel ventilation control systems and all associated ductworks.

Central ECS plants, including but not limited to chillers, air handling units, fan coil units, water pumps, air compressors, seawater cooling plants, chlorination plants, air radiators, motor control centres, local motor control panels and all associated pipework.
The Services shall include comprehensive inspection, cleaning, servicing, 24‑hour on‑call and emergency attendance, fault rectification, repair, overhaul, examination and testing of the above systems and equipment, so as to ensure their safe, continuous and efficient operation throughout the Contract Period.
The duration of maintenance services is 3 years, with an option for an extension for another 3 years.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 23 February 2026 via the MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information
Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date stated in the prequalification invitation letter.
All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
The Corporation reserves the right to conduct negotiation with shortlisted tenderers or with the tenderer who submit the lowest price technical compliant tender on the technical and financial terms of the tender offer(s). Such negotiations may be conducted through e-auction or other appropriate methods as determined by the Corporation.
