Trackwork & Overhead Line for TME & HSK
Contract No.: 1520

 

Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.

 

The MTR Corporation Limited (the Corporation) is committed to serving the transportation needs of the community of Hong Kong by the provision of world class railway facilities.  To provide synergy for the works, the Corporation is intending to bundle the Trackwork & Overhead Line for the 1 new extension project, 1 new railway station and 1 modification works to existing Pat Heung Depot as detailed below under Contract 1520:

 

(a) Tuen Mun South Extension (TME) project is the extension of the Tuen Ma Line (TML) southward from its existing terminus at Tuen Mun Station with two above ground stations namely A16 Station (A16) and Tuen Mun South Station (TMS) to serve communities in the region by providing commuters with a safe, reliable, efficient and environmentally friendly railway service;

 

(b) Hung Shui Kiu (HSK) Station is a proposed new railway station located between Tin Shui Wai Station (TIS) and Siu Hong Station (SIH) on the existing TML to serve the existing and future population of the Hung Shui Kiu / Ha Tsuen New Development Area (HSK / HT NDA); and

 

(c) Pat Heung Depot (Eastern) Modification Works (PHD(E)) is the expansion on the eastern side of the existing Pat Heung Depot with two additional stabling tracks, namely E10 and E11 and associated tie in works to existing depot track E9 to suit scheduled new train delivery and meet future maintenance capacity.

 

Expressions of Interest are invited from suitably qualified contractors who have the necessary experience, capability and resources to carry out similar works.

 

The Contractor will be required to design and build based on the specifications provided by the Corporation and coordinate with other electrical and mechanical systems contractors and civil contractors including interface design, programme and access.

 

For TME and PHD(E), the scope of works comprises the design (when required in the Scope (Clients’)), manufacture, supply, delivery, installation, testing and commissioning and integrated tests, maintenance during the Defects Liability Period of the Trackwork & Overhead Line as follows:

 

(a) Trackwork;

(b) Overhead Line System;

(c) Track drainage;

(d) Temporary Works;

(e) Modification and/or removal of existing Trackwork and Overhead Line System; and

(f) Any other Works described in the Contract Data and/or shown on the Client’s work specification and drawings.

 

For HSK, the scope of works comprises the design (when required in the Scope (Clients’)), manufacture, supply, delivery, installation, testing and commissioning and integrated tests, maintenance during the Defects Liability Period of the Overhead Line as follows:

 

(a) Overhead Line System;

(b) Temporary Works;

(c) Modification and/or removal of existing Overhead Line System; and

(d) Any other Works described in the Contract Data and/or shown on the Client’s work specifications and drawings.

Suitable Applicants shall receive a prequalification invitation via the E-Tendering System.  The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission.  When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this invitation to Expressions of Interest are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited.  All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.  

 

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods.  Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited.  Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
