Expressions of Interest are invited from suitably qualified Applicants for the works and services described below.
1. Background Information
The MTR Corporation Limited (the Corporation) is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities. The Platform Screen Door (PSD) and Automatic Platform Gate (APG) system for the new extension projects as detailed below are packaged under Contract 1254:
a) The Tung Chung Line Extension (TUE) is an extension of the existing Tung Chung Line (TCL) to provide railway services to major population and employment centres along the north shore of Lantau Island. The TUE Project involves two new stations namely Tung Chung West (TCW) and Tung Chung East (TCE) and a tunnel from Tung Chung Station (TUC) to TCW. The TCW will be the new terminus station located at the western end of TCL. The TCE will be a new intermediate station located between the existing TUC and Sunny Bay (SUN) stations.
b) Oyster Bay Station (OYB) is another new station to be built between TUC and SUN on TCL to cater for the transportation needs of the new community of the Oyster Bay development project.
c) Tuen Mun South Extension (TME) is the extension of the Tuen Ma Line (TML) southward from its existing terminal at Tuen Mun Station (TUM) to a new Tuen Mun South Station (TMS) to serve more communities in the region. A new intermediate station, A16 Station (A16) will also be located approximately 1.2km south of TUM.
d) Hung Shui Kiu (HSK) Station is a new railway station located between Tin Shui Wai Station (TIS) and Siu Hong Station (SIH) on the existing TML to serve the existing and future population of the Hung Shui Kiu / Ha Tsuen New Development Area (HSK/HT NDA); and
e) A new Kwu Tung Station on East Rail Line (KTU(EAL)) is a part of the Northern Link (NOL) which is envisaged as a key transport infrastructure in the Northern Metropolis. The new Kwu Tung Station will be built on the existing EAL between Sheung Shui Station (SHS) and Lok Ma Chau Station (LMC).
The Corporation has entered into Contract 1254 “Platform Screen Door (PSD) and Automatic Platform Gate (APG)” with FD-EEB Joint Venture (the Contractor). The Contractor undertakes the design, manufacturing, supply, installation, testing and commissioning of the PSD and APG systems for TUE, OYB, TME, HSK and KTU(EAL).
The Corporation intends to appoint a consultant under Consultancy Agreement No. C12011 (hereunder referred to as “the Consultant”) to carry out independent assessments and audits on the safety of the PSD and APG systems for TUE, OYB, TME, HSK and KTU(EAL) to obtain an independent professional judgment that the PSD and APG systems provide passenger services in a safe and reliable manner.
Expressions of Interest are invited from qualified consultants who have the necessary experience, capability and resources to carry out the independent safety assessment.
2. Scope of Services
2.1 This Contract will use NEC4 Professional Service Contract Option A (priced contract with activity schedule).
2.2 The Consultant shall perform the role of an Independent Safety Reviewer (ISR) to review and assess the PSD and APG systems for TUE, OYB, TME, HSK and KTU(EAL) against the latest international standards which include EN50126, EN50128 and EN50129 and the international Engineering Safety Management Handbook.
2.3 The Consultant shall conduct independent safety assessments and audits at the Contractor’s premises including factories, manufacturing facilities, design offices, site offices and on site, in Hong Kong and Mainland China.
2.4 The scope of Services under this Consultancy Agreement generally comprises independent assessments and audits on the Contractor’s safety management systems during the design, manufacturing, installation, testing and commissioning (T&C) phases of Contract 1254.
2.5 The scope of works under Contract 1254 comprises:
a) TUE: provision of PSD system for the new platforms of the underground station TCW and the aboveground station TCE in TCL;
b) OYB: provision of PSD system for the new platforms of the aboveground station OYB in TCL;
c) TME: provision of PSD system for the new platforms of A16 station and APG system for the new platforms of TMS in TML;
d) KTU(EAL): provision of PSD system for the new platforms of the underground station KTU(EAL) in EAL; and
e) HSK: provision of PSD system for the new platforms of the aboveground station HSK in TML.
2.6 The Consultant shall cover the following critical aspects when assessing the safety of the PSD and APG systems under Contract 1254 in the safety assessments and audits:
- door operation and control;
- signalling interface;
- passenger detection function; and
- known system performance improvement items and software defect handling.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. 8 July 2024 (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5. Deadline to Return Answers / Information
Suitable Applicants shall receive a prequalification invitation via the E-Tendering System. The Consultants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

6. Other Matters
As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
