Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
The Northern Link (NOL) is envisaged as a key transport infrastructure in the Northwest New Territories and New Territories North, which will connect the Tuen Ma Line (TML) and the East Rail Line (EAL), forming a loop in the northern New Territories.
The NOL project will be implemented in phases. A new Kwu Tung Station* on the East Rail Line (KTU(EAL)) is located between Sheung Shui Station (SHS) and Lok Ma Chau Station (LMC) along the existing EAL. It is currently under construction and targeted for commissioning in 2027. NOL Main Line involves the construction of a proposed underground railway to link between Kam Sheung Road Station (KSR) and the new KTU(NOL), with three intermediate stations at San Tin, Ngau Tam Mei and Au Tau. The NOL Spur Line will connect by the interchange at San Tin Station* to the Huanggang Port in Shenzhen via Chau Tau* and The Loop* stations. Main Line and Spur Line projects are to strive for a simultaneous opening no later than 2034. The construction works under NOL Main Line has commenced in 2025 to enable the timely commencement of the subsequent tunnel construction of NOL Main Line.
Expressions of Interest are invited from suitably qualified contractors who have the necessary experience, capability and resources to carry out the Works.

2. Scope of Works
Both Contracts 1602 and 1603 will be tendered and awarded as a Design and Build Contract, using NEC4 Engineering and Construction Contract June 2017 (with amendments October 2020) – Option C: Target contract with activity schedule. In keeping with the Corporation’s partnering approach, preference will be given to contractors who can clearly demonstrate and encourage a collaborative working approach and a shared commitment to achieving a successful project outcome.
2.1 Contract 1602
The major elements of works comprise the design and construction of:
a) Construction shafts required for tunnelling works;
b) Bored tunnels between Kam Sheung Road Station and San Tin Station including cross passages;
c) Shui Mei Road Ancillary Building and Pok Wai Ancillary Building including associated civil, structural, geotechnical, architectural builders works and finishes (ABWF), building services works, lifts, provisions for railway systems and EVA with fire engine parking and access roads serving the Ancillary Buildings;
d) Associated adits from Pok Wai Ancillary Building to cavern;
e) Cavern for scissor crossover and bifurcation at north of Au Tau;
f) Mined and drill & blast tunnels to Ngau Tam Mei Depot; and
g) Magazine site at Tai Shu Ha.
2.2 Contract 1603
The major elements of works comprise the design and construction of:
a) Construction shafts required for tunnelling works, including the cut and cover tunnel section at west of Kwu Tung Station for future crossover;
b) Bored tunnels between San Tin Bifurcation Box and Kwu Tung Station including cross passages; and
c) Ka Lung Road, Kwu Tung Road and Pak Shek Au Ancillary Buildings, including associated civil, structural, geotechnical, architectural builders works and finishes (ABWF), building service works, lifts, provisions for railway systems and EVA with fire engine parking and access roads serving the Ancillary Buildings.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. on 10 November 2025 (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5. Deadline to Return Answers / Information
Suitable Applicants shall receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter tentatively by the end of November 2025.

6. Other Matters
As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
