Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement. 

 

The Northern Link (NOL) is envisaged as a key transport infrastructure in the Northwest New Territories and New Territories North, which will connect the Tuen Ma Line (TML) and the East Rail Line (EAL), forming a loop in the northern New Territories.

 

The NOL project will be implemented in phases.  A new Kwu Tung Station* on the East Rail Line (KTU(EAL)) is located between Sheung Shui Station (SHS) and Lok Ma Chau Station (LMC) along the existing EAL. It is currently under construction and targeted for commissioning in 2027. NOL Main Line involves the construction of a proposed underground railway to link between Kam Sheung Road Station* (KSR) and the new Kwu Tung Station* on Northern Link (KTU(NOL)), with three intermediate stations at San Tin, Ngau Tam Mei and Au Tau. The NOL Spur Line will connect by the interchange at San Tin Station* to the Huanggang Port in Shenzhen via Chau Tau* and The Loop* stations. Main Line and Spur Line projects are to strive for a simultaneous opening no later than 2034. Advance construction works under NOL Main Line were commenced in 2025.

 

Expressions of Interest are invited from suitably qualified contractors who have the necessary experience, capability and resources to carry out the works.

 

*Station names are working titles only

 

Both Contracts 1638 and 1639 will be tendered and awarded as Design and Build Contracts, using NEC4 Engineering and Construction Contract June 2017 (with amendments October 2020) – Option C: Target Contract with Activity Schedule. In keeping with the Corporation’s partnering approach, preference will be given to contractors who can clearly demonstrate and encourage a collaborative working approach and a shared commitment to achieving a successful project outcome.

 

2.1 Contract 1638

 

The major elements of works comprise the detailed design and construction of:

 

a) Shafts to facilitate tunnelling construction activities at the following locations:

 

i) Kam Sheung Road Station for TBM retrieval

ii) Near Ngau Tam Mei Depot at Ching Yau Road for drill and blast

iii) Pok Wai Ancillary Building for drill and blast

 

including excavation and lateral support (ELS) to final excavation level, associated shaft structure and carrying out pumping test for adequate groundwater cut-off.

 

b) CLP temporary substation to facilitate TBM launching at Ngau Tam Mei.

 

2.2 Contract 1639

 

The major elements of works comprise the detailed design and construction of:

 

a) Shafts to facilitate tunnelling construction activities at the following locations:

 

i) KTU Crossover Box for TBM launching

ii) Pak Shek Au Ancillary Building for TBM launching and retrieval

iii) North of San Tin bifurcation for TBM launching and retrieval

 

including excavation and lateral support (ELS) to final excavation level, associated shaft structure and carrying out pumping test for adequate groundwater cut-off.

 

b) CLP temporary substations to facilitate TBM launching at Kwu Tung, Pak Shek Au and San Tin.

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.
