Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
The Northern Link (NOL) will be a key transport infrastructure, connecting the Tuen Ma Line (TML) and the East Rail Line (EAL) and forming a loop in the northern New Territories to link with the railway network.
The NOL project is being implemented in stages. Kwu Tung Station on the East Rail Line (KTU-EAL) is being constructed on the existing EAL between Sheung Shui Station and Lok Ma Chau Station and is expected to be commissioned in 2027. NOL Main Line (NOL-ML) involves the construction of a proposed underground railway to link Kam Sheung Road Station (KSR) on TML and Kwu Tung Station (KTU) on NOL-ML with three intermediate stations at Au Tau (AUT), Ngau Tam Mei (NTM) and San Tin (SAT). NOL Spur Line (NOL-S) involves the construction of a cross boundary railway link which bifurcates from NOL-ML at north of SAT to Huanggang Port with proposed intermediate stations namely Chau Tau Station (CTA) and The Loop Station (TLO) in Hong Kong and a terminal station namely Huanggang Port Station (HUP) in Shenzhen. NOL-ML and NOL-S are to strive for a simultaneous opening no later than 2034.
Expressions of Interest are invited from suitably qualified contractors who have the necessary experience, capability and resources to carry out the Works.
2. Scope of Works
Contract 1641 will be tendered and awarded as a Supply Contract, using NEC4 Supply Contract June 2017 (with amendments October 2020). In keeping with the Corporation’s partnering approach, preference will be given to contractors who can clearly demonstrate and encourage a collaborative working approach and a shared commitment to achieving a successful project outcome.
The major elements of works comprise:
a) Supply and delivery of precast concrete tunnel lining segments (in both types of Steel Fibre Reinforced Concrete (SFRC) and conventional reinforced concrete) for NOL-ML and NOL-S; including associated interface coordination, information exchange, programme coordination and logistics management;
b) Provide all necessary testing for SFRC to demonstrate compliance with the project specifications and relevant standards.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. on 4 August 2026 (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5. Deadline to Return Answers / Information
Suitable Applicants shall receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

6. Other Matters
As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted, including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that their directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
