Design and Development of Smart Site Management Platform and Central Supply of Internet of Things Device for the Northern Link (Contract No.: 1643)
NORTHERN LINK
Prequalification for
Design and Development of Smart Site Management Platform and
Central Supply of Internet of Things Device for the Northern Link
Contract No.: 1643
Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
NOL Project Scope
The Northern Link (NOL) comprises Mainline and Spurline. The Mainline is a 10.7km new railway line with 5 new stations which connects a new Kam Sheung Road Station (interchanging with Tuen Ma Line) and a new Kwu Tung Station (interchange with East Rail Line), via three stations, at Au Tau, Ngau Tam Mei and San Tin. The Spurline is a 6.2km cross boundary railway line, with 3 new stations, which bifurcates from the Mainline north of San Tin Station to Huanggang Port Station in Shenzhen, with two intermediate stations, at Chau Tau and the Loop in Hong Kong. A new depot at Ngau Tam Mei will also be constructed to provide maintenance and stabling for both the Mainline and Spurline.
Strategic Context
Given its strategic importance, Hong Kong’s First Five-Year Plan published by the Hong Kong Government in September 2026, has identified the accelerated development of the Northern Metropolis, with the NOL as the central public transport backbone as a top priority. As the public transport backbone of the Northern Metropolis, the NOL not only enhances cross-boundary passenger capacity through a seamless connection to the New Huanggang Port, but also unlocks land development potential, promotes technological and industrial innovation, and expedites housing supply.
The NOL will serve as the 3rd rail-based cross boundary corridor to Shenzhen to reinforce rail as the preferred mode for cross-boundary travel and drive the development of “Guangdong Hong Kong Macao Greater Bay Area on the Rail”. In addition, the NOL connects East Rail Line and Tuen Ma Line which enhances the connectivity, resilience and operational flexibility of the railway network. The NOL is therefore of strategic importance to both the Hong Kong Government and the Corporation.
Digital and Innovation
The NOL will leverage an integrated suite of Digital Engineering, Digital Construction and Digital Project Management innovations from design through to construction and final commissioning. Building Information Modelling (BIM), supported by Virtual Reality (VR) and an immersive Reality Lab, will enable navigation of complex interfaces and early identification of design clashes and constructability issues prior to construction.
During construction, augmented reality (AR)-assisted site inspections will allow real-time checking of as-built condition against the design, while the Smart Site Management Platform (SSMP) will integrate Internet of Things (IoT) sensors, AI-enabled analytics and live site data to strengthen safety monitoring, support proactive risk management and faster decision-making. Digital supervision tools will streamline approval workflows and enhance quality assurance through transparent and traceable records.
The Digital Delivery Centre (DDC) will be established as a dedicated management hub to provide integrated management and monitoring across all phases of the project, leveraging a range of innovative digital technologies and systems to support safe, systematic, and efficient project delivery. The Capital Works Integration Lab (CWIL) will enable electrical and mechanical (E&M) system integrated testing for new stations to be carried out off-site and ahead of civil works completion. Together, these innovations aim to enhance safety and collaboration, minimise rework, improve productivity and strengthen project governance, enabling the NOL Project to be delivered safely, efficiently and cost-effectively.
Expressions of Interest are hereby invited for Contract 1643 from suitably qualified suppliers who have the necessary experience, capability and resources to fulfil the requirements of the contract. The Applicant must show proven capability to deliver a highly reliable, accurate, secure, and real-time platform to ensure site safety oversight and project control.
2. Scope of Services
The proposed works under Contract 1643 comprise:

b) Supply of IoT device for issue to the works contractors for installation and integration to the SSMP including, smart wearables, AI cameras, CCTV surveillance cameras and network padlocks for remote control.
Contract 1643 will adopt the In-house MTR Conditions of Contract for IT Projects, to suit the specific contract scope of the SSMP and central supply of IoT items. It is envisaged that the base scope will cover the first 3 years’ service period, with optional extensions for Years 4 to 6 years and 7 to 8, which shall be subject to exercise by the Corporation.
