Pre-qualification for Preliminary Design for Northern Link Phase 2

 

Expressions of Interest are invited from combined multi-disciplinary professional consultants

 

 

1.  Background Information 

1.1  The Northern Link (NOL) is envisaged as a key transport infrastructure in the Northwest New Territories and New Territories North. The NOL will connect the Kam Sheung Road (KSR) Station on West Rail Line (WRL) and a new Kwu Tung (KTU) Station on East Rail Line (EAL), forming a loop in the northern New Territories.  

 

1.2  MTR Corporation Limited completed a technical study for NOL and submitted a project proposal to Government in 2017. The NOL comprises two phases. Phase 1 is a new KTU Station along the Lok Ma Chau Spur Line of EAL between Sheung Shui Station and Lok Ma Chau Station, and Phase 2 is a 10.7-kilometre new railway link which will connect a new station adjacent to the existing KSR Station on WRL with another new station adjacent to the KTU Station to be built under NOL Phase 1, together with three intermediate stations at San Tin, Ngau Tam Mei and Au Tau.  Expressions of Interest are invited from suitably qualified combined multi-disciplinary consultants who have established or must establish an office in Hong Kong and have previous experience in railway design or feasibility studies, to carry out the design for NOL Phase 2.

 

1.3   It is anticipated that the design will be led by a civil and structural engineering consultant.

 

 

2.  Scope of Services

The scope of preliminary design for NOL Phase 2 will include:

 

      (a) a multi-disciplinary technical study to develop, illustrate and complete the design of the railway scheme;

      (b) adoption of Building Information Modelling to develop the coordinated design and federated model, and to
            prepare 
deliverables of the project;

      (c) preparation of programmes, project risk assessments and cost estimates;

      (d) liaison with Government Departments and the relevant authorities to acquire all the necessary statutory
            requirements and to prepare enquiry submissions;

      (e) preparation of the gazette plans; and

      (f) providing supports to public consultation.

4.  Expressions of Interest

In order to be considered for pre-qualification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 14:00 (HKT) on 1 February 2021 via the MTR Corporation Limited’s E-Tendering System. Late applications will not be considered.

5.  Deadline to Return Answers / Information 

Upon expression of interest, the Consultant will receive invitation of pre-qualification via the E-Tendering System. The Consultants shall complete and submit all information and details as required in the invitation via the E-Tendering System no later than the time specified in the pre-qualification invitation letter.

6.  Other Matters

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for prequalification submission.  When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited.  All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.  

 

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods.  Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited.  Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
