Prequalification for Detailed Design for Northern Link Main Line

 

Expressions of Interest are invited from suitably qualified Applicants for the works and services described below.

 

 

1.  Background Information

1.1  The Northern Link (NOL) represents key transportation infrastructure in the Northwest New Territories and New Territories North. The NOL project includes the construction of Kwu Tung Station (KTU) on the East Rail Line (EAL), as well as the NOL between the Kwu Tung Station (KTU) and Kam Sheung Road Station (KSR), with one interchange station at San Tin (SAT), two intermediate stations at Ngau Tam Mei (NTM) and Au Tau (AUT), and Stabling Sidings. The route length is approximately 10.7km. Constructed in two phases, Phase 1 comprises the KTU(EAL) and Phase 2 comprises the new underground line from the KSR(NOL) to its connection with KTU(NOL), with associated stations and railway facilities. The mainline tunnels between stations will be excavated by Tunnel Boring Machine (TBM), while a short section of crossover and service connecting tracks to stabling sidings will be excavated by Drill and Blast method. 

1.2  MTR Corporation Limited completed a technical study for NOL and submitted a project proposal to the Government in March 2017 (Above Ground), June 2018 (Underground) and May 2020 (Revised Underground) respectively.

1.3   In December 2020, the Government invited the Corporation to carry out the detailed planning and design of the NOL project.

1.4   In July 2022, the Preliminary Design of the NOL Phase 2 project commenced.

1.5   Expressions of Interest are invited from suitably qualified combined multi-disciplinary consultants who have established or must establish an office in Hong Kong and have previous experience in railway design and planning, to carry out the detailed design for NOL Main Line project.

1.6   It is anticipated that the design will be led by a civil and structural engineering consultant.

 

2.  Scope of Services

2.1   The detailed design for NOL Main Line project will be split into four packages as follows.

      (a) C1605 – KTU to NTM Tunnels and SAT Station;

      (b) C1606 – NTM to KSR Tunnels, NTM Station and AUT Station, Connecting Tunnels to Stabling Sidings;

      (c) C1607 – KSR to Pat Heung Depot (PHD) Tunnels and KSR Station (KSR (NOL)); and

      (d) C1608 – Stabling Sidings.

2.2   The general scope of the multi-discipline consultancy services requiring  Civil, Structural, Architectural and Building Services detailed design consists of:

(a) Adoption of Common Data Environment (CDE) and full Building Information Modelling (BIM) to develop the coordinated design and federated model and to prepare deliverables for the whole project life-cycle

(b) Design for safety and constructability, for modular integrated construction (MiC) / off-site construction by Design for Manufacture & Assembly (DfMA) to the required standards, on time and within budget

(c) Liaise with and obtain approval from relevant Government departments and authorities to acquire all the necessary statutory requirements. Prepare enquiry submissions and formal submissions to ensure compliance with Regulations, Ordinances and other statutory requirements. Adopt hard copy or digital submissions to and from the Government

(d) Liaise with and seek approval from key stakeholders (public and private) to achieve satisfactory resolution of interface matters for the associate design works, diversion of services and utilities, reprovisioning works and improvement works

(e) Preparation of tender documentation and support for Tender assessment for each works contracts for construction of NOL Main Line

(f) Detailed design, tender support, service for construction for any Advance Works and design liaison services in works contract period

(g) Provide services and technical support during works and post works contracts (Service Option)

(h) Preparation of programmes, project risk assessments and cost estimates

(i) Preparation of the land requirement plans and scheme gazette plans

(j) Providing technical support to public consultation

(k) Coordination with existing and potential new development areas and private developments

(l) Provide Authorized Persons (AP), Registered Structural Engineers (RSE), Registered Geotechnical Engineers (RGE), Registered Professional Engineers (RPE) in various disciplines, Registered Energy Assessor, Registered Electrical Worker, Licensed Plumber, to fulfill the statutory requirements, making submissions and provide certification throughout the detailed design and construction stages

(m) Provide specialist consultancy services for traffic analysis, environmental impact assessment, town planning, sustainability for BEAM Plus application, system assurance, requirement management using DOORS software, human factor analysis, acoustics, lighting, computational fluid dynamic analysis, depot planning, kitchen planning, etc.

(n) Other key designs include

(i) Trackside auxiliaries; and
(ii) Trackwork

(o) Adoption of NEC4 Professional Service Contract (PSC) and preparation of tender documentation using the Engineering & Construction Contract (ECC) for each NOL Main Line construction works contract, with possibility of Early Contract Involvement (ECI) in the Design and Build approach; and

(p) Allow, enable and facilitate the review of design deliverables by Highways Department / Railway Development Office (HyD/RDO) and HyD/RDO’s consultant.

4.  Expressions of Interest

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. on 7 October 2022 (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. 5.  Deadline to Return Answers / Information 

Suitable Applicants shall receive a prequalification invitation via the E-Tendering System.  The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

6.  Other Matters

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
