Expressions of Interest are invited from suitably qualified Applicants for the service described below. 

 

1.  Background Information 

Pak Shek Kok Station (PAK), a proposed new railway station to be located between University Station (UNI) and Tai Po Market Station (TAP) on the existing East Rail Line (EAL), is one of the recommended studies in the Chief Executive’s 2021 and 2022 Policy Address. In March 2023, the HKSAR Government has invited the Corporation to proceed with the design and construction of the new PAK station.  The project includes provision of a new PAK on EAL with the aim to improve the connectivity of the Pak Shek Kok area, CUHK and Science Park, enabling the areas to better serve their functions as a key node on the Eastern Knowledge and Technology Corridor.

 

2.  Scope of Service

The service and options under Agreement C2001 are summarised as follows:-

 

Base Scope

  • To prepare the Preliminary Design (PD) for PAK, pedestrian connections from PAK to nearby development areas, and Shatin stabling siding;
  • To prepare the PD for relocation of existing crossover and associated noise enclosures along EAL Uptrack at south of PAK;
  • To prepare the PD for modification / reprovisioning of existing Overhead Line (OHL) and its supporting structures for the PAK Project;
  • To prepare the PD for trackside auxiliaries system for PAK and Shatin stabling siding; and existing EAL trackside auxiliaries modification works;
  • To conduct survey of existing utilities, trackside auxiliaries and E&M equipment along EAL railway operating area at PAK and Shatin Stabling siding;
  • To develop scheme gazette plans and land requirement plans for works area/sites and site offices, and prepare all necessary plans and design information required for rezoning application process;
  • To carry out tree survey and prepare statutory submissions for Tree clearance, transplantation and compensatory proposal (TPRP) and related works;
  • To carry out environmental study, preparation and submission of EIA report to EPD, including conduct environmental surveys and testing;
  • To develop envisaged construction planning and programme; and
  • To prepare Preliminary Design Cost Estimates (PDCE) for the PAK Station Project.

Options

  • To prepare Consultation submissions/Full approval submissions required under the Buildings Ordinance and provide support to statutory process during tendering of next phase of design;
  • To prepare tender documentations for next phase of design and provide tender support services; and
  • To provide Independent Checking Consultant (ICC) services for the PAK Project during next phase of design and construction.

Agreement C2001 will adopt the New Engineering Contract (4) – Professional Service Contract (NEC4 PSC) Option C – Target contract.

4.  Expressions of Interest

To be considered for prequalification, interested parties who are experienced design consultants leaded by the discipline of Civil and Structural Engineering, together with architectural, building services, railway engineering, trackwork & OHL, quantity surveying, constructability specialist, MiC/DfMA design specialist  and others specialist input as appropriate from the environmental, system assurance, traffic, fire engineering and landscaping are requested to express their interest on or before 2:00 p.m. on 8 January 2024, Monday (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5.  Deadline to Return Answers / Information 

Suitable Applicants shall receive a prequalification invitation via the E-Tendering System.   The Applicants shall complete and submit all the required information and details via the E-Tendering System no later than 2:00pm on 15 January 2024, Monday (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System.

6.  Other Matters

As part of the required information, each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.

 

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
