MTR Corporation Limited invites qualified companies to express their interest in tendering for the Provision of Recruitment Advertising Services.

 

The scope of services includes provision of recruitment advertising and the associated services as follows:-

                                                                                                          

- Provision of concept development, design, layout, typesetting and artwork production services for recruitment advertisements with unlimited revision 

- Editing text used for recruitment advertisements to improve its tone, style, structure, grammar as well as clarity

- Ensuring the quality of all recruitment advertisements, such as accuracy and layout

- Interfacing and negotiating with the recruitment advertising media with a view to protecting the interests of the Corporation as an advertiser, increasing/optimising the value of money spent on recruitment advertising and ensuring accuracy and timeliness of advertisements displayed

- Sourcing and making advice or recommendation on the media placement (including digital media and emerging platforms) in Hong Kong, the Mainland of China or elsewhere in the world with a view to ensuring the returns to the advertisements

The prequalification process for the tender will take place in August 2019 and only qualified companies will be invited to submit tender, tentatively in September 2019.

In order to be considered for prequalification, interested companies having relevant resources, qualifications and experience are requested to express their interest and submit information for prequalification for the services on or before 5 August 2019, and write to:–

  • Registered Company name with contact person details
  • Company background, credential and BR Copy
  • Years of business in recruitment advertising
  • Scope of services available
  • Company organisation, no. of employees and organisation structure
  • Team size for account management, design, accountancy & payment etc.
  • Resumes demonstrating the qualification and experience of key management person(s) as well as a dedicated account manager (with at least 10 years’ experience in recruitment advertising)
  • List of major clients (best including listed companies, transport service providers or public utilities) in the past 3 years with service details, estimated contract sum or other figures which can demonstrate the volume of online and print advertising handled, as well as client contact person details
  • Relevant past job reference (illustrated with photos such as news clippings) which can demonstrate the capability and experience of the company in recruitment advertising related services, including online and print advertisement placement on media in and outside Hong Kong as well as campaigns for large corporation in the past 3 years
  • Portfolio on network with media in Hong Kong, the Mainland of China or elsewhere in the world including digital media and emerging platforms which can open up new streams for recruitment advertisement

All companies responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this Contract.

 

Companies shall not submit independent prequalification submission for the Contract if they intend to act as a supplier, sub-contractor or sub-consultant for another company, or if they are a partner of a joint venture established to tender for the Contract.

 

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not express interest and submit tenders for the same Contract, whether on their own or as a partner of a joint venture. “Sister companies” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall determine which company will submit expression of interest and a tender.

 

MTR Corporation Limited reserves the right to withdraw at any time from the process or any part thereof without giving prior notice. No financial or any other obligation will accrue to MTR Corporation Limited in such an event.
