MTR Corporation Limited invites qualified companies to express their interest in tendering for the Provision and Implementation of Managed Security Information and Event Management System (SIEM) and Managed Security Services (MSS).

　

The Corporation implemented its first generation SIEM system in 2008. It analyzes 100 million logs daily from critical internal IT assets and PCs. On the other hand, the Corporation also outsourced a 7x24 service for monitoring and analysing security logs of the network perimeter for external cyber-attack since 2010 by leveraging the security intelligence and expertise.

　

The Corporation now intends to revamp the security monitoring strategy and invites qualified suppliers to provide services for monitoring the security logs of the network perimeter, security devices, servers, applications, etc. and other related security services.

　

The high level scope of services shall include the following:

　

  • Managed Security Services (MSS) - The supplier is to collect real-time security logs of critical devices and perform 7x24 round-the-clock monitoring for detection of any potential cyber incidents, breaches, intrusion, attacks and malware infection.
    　

  • Managed Security Information and Event Management System (SIEM) - The supplier is to supply the software and implement a SIEM on premises and undertake its day-to-day operations. The SIEM shall collect logs from required devices, servers and applications for compliance monitoring of internal and external policies. It shall also correlate with MSS to enrich information of potential security incidents, breaches, intrusion, attacks and malware infection.

The prequalification process for the tender will take place in late July 2016. Only qualified companies will be invited to submit tender, tentatively in August 2016.

　

In order to be considered for prequalification, interested companies having relevant resources, qualifications and experience are requested to express their interest via the E-Tendering System, or write to:

Applicants will receive a prequalification questionnaire via the E-Tendering System or E-mail. They shall complete and return all information as required in the questionnaire via the E-Tendering System or E-mail for assessment.

　

You should not apply for prequalification as a tenderer for this Contract independently if you intend to act as a supplier, sub-contractor or sub-consultant for another company who will apply for the prequalification, or if you are a partner of a joint venture established to seek prequalification for this Contract.

 

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same Contract, whether on their own or as a partner of a joint venture. “Sister companies” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall determine which company will apply for the prequalification

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited.
