MTR Corporation Limited invites qualified suppliers to express their interest in tendering for Supply, Implementation and Operation & Maintenance of Integrated Estate Management System (IEMS), a package solution, to replace the existing in-house Integrated Property Customer Management System (IPCMS) and MTR Property Portal (MPP) for the property management business.
IPCMS is a system to manage residential customer and contract worker profiles. It interfaces with the door access system of individual estate to control the locations that a customer can access, and also integrates with an in-house billing system for issuing demand notes.
MPP is an online communication web portal between Management Office (MO) and owners/tenants. The customer end is currently a web portal for estate and community information. It also provides clubhouse facility booking function online and Point-of-Sale function at clubhouse.
In this project, the two systems will be consolidated into one single package solution with limited customization. A new customer mobile app shall be delivered to enhance customer experience while a web-based version shall be available to facilitate desktop computer users. The new system also aims at streamlining business process and providing a paperless environment by digitalization of estate notices and forms. It shall support both Chinese and English languages.
Scope of Services
1. Supply and installation of a proven package solution to fit estate customer management operational needs.
2. Limited customization to meet business operation requirement and integration with MTR Corporation’s billing system, door access system and e-payment acquirers.
3. Design, build (customize), test, training, implementation, etc. of the new IEMS system.
4. System hosting, operation, maintenance & support services.
In order to be considered for prequalification, interested companies having relevant resources, qualifications and experience are requested to express their interest in writing and submit the following information to Mr Kelvin Chow via fax no. (852) 2993 7775 or email to kkkchow@mtr.com.hk, quoting the Ref. “Q067570”, on or before 5:00 p.m. (Hong Kong Time) on 25 Feb 2019, for assessment:
a. Company profile. Local (Hong Kong) support office/team to provide timely support and customer services are essential, please indicate how you provide the local support if you have no presence in Hong Kong at the moment. If you have a local partner, please also provide the relevant information.
b. General Availability date of the relevant application system package, the development history of package including versions delivered/upgraded and sites installed in past 5 years, and brief description of the product functions and features, particularly on residential customer and contract worker management, customer website/mobile app, clubhouse facility booking and e-Payment.
c. At least 2 client references in property management with the following information provided. With details below:
· Company name and contact person (Local client references will be an advantage)
· List of estates sites and the respective number of users using the application system
· Contract value
· Contract period
You should not apply for prequalification as a tenderer for this Contract independently if you intend to act as a supplier, sub-contractor or sub-consultant for another company who will apply for the prequalification, or if you are a partner of a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same Contract, whether on their own or as a partner of a joint venture. “Sister companies” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall determine which company will apply for the prequalification
