Expressions of Interest are invited from suitably qualified Applicants for the works and services described below.

1. Background Information

MTR Corporation Limited invites qualified companies to express their interest in tendering for the Provision of Consultancy Service for Chart of Account (COA) and Budget Process Redesign Project.

2. Scope of Services

The scope of services includes:

- redesign a fit-for-purpose COA to support financial and management reporting as well as future business growth based on a defined set of parameters;

- perform a holistic review of the Corporation’s budgeting and forecasting process; and redesign the entire budgeting system to streamline budget process and facilitate management decision making.

5. Deadline to Return Answers / Information

Suitable Applicants shall express their interest by submitting the following required documents to email basseyc@mtr.com.hk or to the above address no later than 2:00 p.m. on 28 April 2021 (Hong Kong Time).

- Company profile (e.g. company name, company background, scope of services rendered such as audit, tax, advisory services provided to listed companies & multinational companies, experience and qualification of key management staff, etc.)

- Details of at least 2 relevant job references with multinational companies in the past 10 years, having >1,000 employees or roughly HK$5 billion annual turnover, including:

- 1 job reference relating to provision of COA design (SAP and/or Oracle solutions such as Oracle
EBS, Hyperion/ EPM cloud implementation experience preferred);
- 1 job reference relating to provision of budget process design. Besides, it is preferred to have
implementation experience on any market leading budget and planning solutions (such as SAP
and/or Oracle EBS, Hyperion/ EPM cloud).

Please provide the names of customer and contacts for reference check, brief description of the project, and time period of the project. Also, at least one of the job references was undertaken in Hong Kong.

- Proposed team structure and CVs of key team members

- The team members should possess professional qualifications, including but not limited to
Hong Kong chartered accountant and knowledge in taxation, financial and management
reporting;
- The team should include business and IT consultants with implementation experience in SAP
and/or Oracle EBS, Hyperion/ EPM cloud;
- All on-site team members shall be able to communicate in Cantonese and English.

6. Other Matters

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as a single entity if you intend to act as a supplier, sub-contractor or sub-consultant for another entity who shall also apply for the prequalification, or if you are a partner in a joint venture established to seek prequalification for this Contract.

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
