Expressions of Interest are invited from suitably qualified Applicants for the Works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.

 

 

1.  Background Information

 

MTR Corporation Limited invites qualified contractors to express their interest in tendering for the provision of two real-time alarm monitoring systems to monitor health condition of the Trainborne SACEM systems on Urban Lines (URL) M-trains and on Tung Chung Line (TCL) and Airport Express Line (AEL) CAF/K-trains.

2.  Scope of Works

 

The Contractor is required to design, manufacture, supply and test for the two SACEM real-time alarm monitoring systems including both hardware and software with the following requirements for this tender.

For M trains:

1. The Contractor shall provide 160 sets of SACEM real time dataloggers with 2 nos. of RS232 communication ports each and a 4G LTE modem installed with 2 nos. of 4G LTE Simcards.  The datalogger shall be able to communicate with the Trainborne SACEM system via the RS232 communication ports by special communication protocol and to capture the MT log and ATP log from the Trainborne SACEM system. The captured data shall be sent to a web server via 4G LTE network.

2. The Contractor shall provide 6 sets of SACEM monitoring workstations with 22” LCD display and Wi-Fi / network connection each. The Contractor shall develop a diagnosis software and a MMI to display the captured data and prompt an alarm to the operator if a fault is detected from the captured MT and ATP logs.  The workstations shall be installed in MTR premises, i.e. KBD, TWD, CWD, CEWS, IECC at TSY and Data studio at FTRH.  The communication between workstations and the web server shall be via Wi-Fi / network connection and internet.

3. The Contractor shall provide 1 set of web server to receive and store the data captured by the SACEM real time dataloggers and to perform data processing, message decoding and real time alarm monitoring and detection. The web server could be a cloud platform.

For TCL and AEL CAF/K-trains:

4. The Contractor shall provide 54 sets of SACEM real time dataloggers, 4 sets of SACEM monitoring workstations and 1 set of web server with similar hardware, software and functions as the ones for M-trains except the followings:

- The dataloggers shall be equipped with 4 nos. of RS232 communication ports each to communicate with the active and redundant Trainborne SACEM system.
- The special communication protocol and alarm codes of M-trains and CAF/K-trains are different.

- The monitoring workstations shall be installed at locations, i.e. SHD, CEWS, IECC at TSY and Data studio at FTRH.
- The data rate and volume for CAF/K-trains would be double as for M-trains.

4.  Expressions of Interest

5.  Deadline to Return Answers / Information

 

Suitable Applicants shall receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

All invitations and submissions for prequalification shall be carried out through the E-Tendering System at http://www.hkextender.com.

 

6.  Other Matters

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as a single entity if you intend to act as a supplier, sub-contractor or sub-consultant for another entity who shall also apply for the prequalification, or if you are a partner in a joint venture established to seek prequalification for this Contract.

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
