Expressions of Interest are invited from suitably qualified Applicants for the works and services described below.  This procurement is subject to the World Trade Organization Agreement on Government Procurement.

 

 

1.  Background Information

 

MTR Corporation Limited invites qualified companies to express their interest in tendering for Operational Insurance Programme Broker Services.

2.  Scope of Services

 

To handle the Operational Insurance Programme of MTR as our insurance consultant, risk engineering and management consultant and placing broker from 1 January 2024 to 31 December 2026.

5.  Deadline to Return Answers / Information

 

Suitable Applicants shall express their interest by submitting the following required documents to the above address no later than 2:00 p.m. on 12 June 2023 (Hong Kong Time).

Section A - Company Information

Please provide a short company profile (no more than 10 pages), including brief details of the following:-

  • Company vision and values
  • Hong Kong presence and international support
  • Risk management capabilities
  • Captive management capabilities (Bermuda incorporated captive)
  • Expertise in areas MTR which operates in
  • Global client base in similar industries to MTR
  • Relationships with major underwriters
  • Two client references in Hong Kong

Section B - OIP Tender

Proposed Representative

The proposed representative for the OIP Broker Service must have the following experience and capabilities, of which details shall be submitted:

  • Client project management capability

  • Experience of managing a multi-disciplinary operational insurance programme for a  large client

  • Experience of co-ordinating local and global (preferably involving the PRC, Macau) support for clients in the areas of broking, servicing and risk management

  • Experience in utilisation of a captive insurance company

  • Claims management and account administration capability

  • Experience in providing innovative solutions to help manage a client’s total cost of risk

6.  Other Matters

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as a single entity if you intend to act as a supplier, sub-contractor or sub-consultant for another entity who shall also apply for the prequalification, or if you are a partner in a joint venture established to seek prequalification for this Contract.

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
