Expressions of Interest are invited from suitably qualified Applicants for the services described below.
1. Background Information
MTR Corporation Limited invites qualified candidates to express their interest in tendering for Contract Q118760 Professional Services for Feasibility Study of Lift Modernization in 2IFC.
2. Scope of Services
The Corporation intends to conduct a feasibility study for lift modernization at 2IFC. The tenderer appointed in this Contract is required to provide proposals for lift modernization, conduct cost evaluations and outline project plans and timelines.
The scope of services for this Professional Services includes the following:
a) Site surveying
b) Traffic analysis of existing vertical transportation systems and proposed modernizations
c) Verification of information with the existing maintenance contractor regarding lift zoning, peak modes, and other applied traffic control programmes
d) Study on the implementation of new technology (such as lift destination control option) and meeting with authorized professionals or specialists when necessary
e) Providing budgeting proposals for the modernization works and advice for the subsequent maintenance plan
f) Proposing work implementation strategy, impact analysis and arrangement of stakeholder engagement
g) Analysis of potential energy savings
h) Submission of technical reports
i) Submission of technical specification for the recommended lift modernization

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00p.m. on 13 March 2026 via MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information
Following expression of interest, Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System on or before 2:00p.m on 13 March 2026.
All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-company for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
