Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.

 

 

1.  Background Information

 

MTR Corporation Limited invites qualified companies to express their interest in tendering for Contract Q120220: Term Contract for Minor Repairing for Commercial Facilities at MTR Stations - Package A (EAL, LRL and TML); Package B (URL and AT&D).

2.  Scope of Works

 

The tender will be split into multiple packages as tabled below:

Tenderers may tender for all or any of the above packages.

Package A - Term Contract for Minor Repairing for Commercial Facilities at EAL, LRL and TML

  • MTR Station and Premises along East Rail Line (EAL), Light Rail Line (LRL), Tuen Ma Line (TML) including NAC, excluding DIH.

Package B - Term Contract for Minor Repairing for Commercial Facilities at URL and AT&D

  • MTR Station and Premises along Island Line (ISL), Kwun Tong Line (KTL) including DIH, South Island Line (SIL), Tseung Kwan O Line (TKL), Tsuen Wan Line (TWL), Airport Express, Tung Chung & Disneyland Resort Lines (AT&D) excluding NAC.

Both packages include the following scope of works

1. The Contract period shall be 2 years with a 2-year option to extend, subject to Contractor performance.

2. The Contractor shall be responsible for supply labour, materials and tools to carry out the repairing, replacement, modification, installation, improvement, enhancement of building services works (mainly E&M disciplines, including Low Voltage System, Environmental Control System, Pump & Drainage System as well as pipework, but exclude Fire Service System), ABWF works and related works on Commercial Facilities during contract period. All the works shall be measured in accordance with the rules contained in the Pricing Document and valued at the rates therein and where applicable as amended by the tendered percentage additions or omissions quoted by the Contractor in the Tender.

3. The Contractor shall maintain the Equipment to meet the statutory requirements and the customer service standards and in an efficient working order throughout the duration of the Contract.

4. The Contractor shall be Register Electrical Contractor which is engaged in electrical work on fixed electrical installations.

5. The Contractor shall appoint/delegate a Register Electrical Worker to carry out electrical work.

6. The Contractor shall be Registered Minor Works Contractor which is engaged in general ABWF work.

4.  Expressions of Interest

 

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 29 May 2026 via the MTR Corporation Limited’s E-Tendering System.

5.  Deadline to Return Answers / Information

 

Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date stated in the prequalification invitation letter.

All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.

6.  Other Matters

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
