Expressions of Interest are invited from suitably qualified Applicants for the services described below.
1. Background Information
MTR Corporation Limited invites qualified consultants to express their interest in tendering for Consultancy Agreement Q120521 Consultancy Services on Asset Life Assessment of LV Cables in Tsuen Wan Line and Island Line to provide consultancy services for assessing the residual life of LV cables, with the aim of supporting asset management planning and ensuring their continued performance and reliability.
2. Scope of Works
The Consultant shall undertake a comprehensive assessment of the residual life of LV cables for the Tsuen Wan Line and Island Line, including reviewing historical data and maintenance records, conducting site inspections and laboratory testing, developing and applying appropriate assessment methodologies, evaluating cable condition and deterioration mechanisms, and identifying factors affecting performance. The Consultant shall also provide recommendations on maintenance, replacement, and enhancement strategies to support asset management planning, and prepare detailed reports and presentations summarising the findings, conclusions, and proposed actions.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 3 June 2026 via the MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information
Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.
All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as an entity if you intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if you are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
The Corporation reserves the right to conduct negotiation with shortlisted tenderers or with the tenderer who submit the lowest price technical compliant tender on the technical and financial terms of the tender offer(s). Such negotiations may be conducted through e-auction or other appropriate methods as determined by the Corporation.
