Expressions of Interest are invited from suitably qualified Applicants for the works described below.
1. Background Information
MTR Corporation Limited invites qualified companies to express their interest in tendering for Contract Q120918: Term Contract for Replacement of Electrical Components at Motor Control Center (MCC) and Air Flow Measurement along AT&D and Ancillary Buildings for a period of 1 year with an Option 1 to extend for an additional 1 year and Option 2 for a further 1-year extension.
2. Scope of Works
This is a Term Contract for the replacement and measurement of the Environmental Control System (ECS) as instructed by the Corporation during the Contract Period. The Contract is divided into two separate packages, and tenderers may submit tenders for either one package or both packages. The respective scope of works for each package is briefly described hereunder:-
Package A
The Contractor shall carry out the provision of all labour, materials, tools and supervision to carry out minor electrical works at MTR stations, including installation, replacement, modification and dismantling of electrical components, along with site survey, testing, commissioning, documentation, statutory submission, maintenance, and reinstatement, all in compliance with safety, statutory and operational requirements throughout the contract period.
Package B
The Contractor shall carry out the provision of all labour, tools, equipment, and materials to carry out airflow measurement of smoke extraction ventilation systems, including fans and associated equipment in the air pathways at Airport Express, Tung Chung, and Disneyland Resort Lines (AT&D), and ancillary buildings. The works include system testing, airflow measurement, performance verification, statutory submission, coordination with relevant parties, obtaining necessary permits, and inspection of related components, all in compliance with safety and statutory requirements. The Contractor shall submit service reports with records and findings to ensure proper system operation.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 14 July 2026 via the MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information
Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.
All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
The Corporation reserves the right to conduct negotiation with shortlisted tenderers or with the tenderer who submit the lowest price technical compliant tender on the technical and financial terms of the tender offer(s). Such negotiations may be conducted through e-auction or other appropriate methods as determined by the Corporation.
