Expressions of Interest are invited from suitably qualified Applicants for the works described below.
1. Background Information
MTR Corporation Limited invites qualified contractors to express their interest in tendering for Contract No. Q122392: Term Contract for Replacement of Plumbing and Drainage Systems at MTR Stations, ancillary buildings and tunnels along East Rail Line, Tuen Ma Line, Kwun Tong Line, Tsuen Wan Line, Island Line, South Island Line, Tseung Kwan O Line, Airport Express Line, Disneyland Resort Line and Tung Chung Line & Light Rail.
The invitation to tender for the Works is scheduled for Q3 2026 and the Contract is scheduled to be awarded in Q4 2026. The whole of the Works is scheduled to be completed by Q4 2028.
The Term Contract duration will be for two years commencing from Q4 2026 to Q4 2028 with options to extend the Term Contract for another two years.
2. Scope of Works
The scope of the Works includes the design, supply, installation, replacement, modification, testing and commissioning of Plumbing and Drainage (P&D) Equipment, including associated panel modifications, removal of existing equipment, and all necessary testing, certification and as-built documentation. The Contractor shall also provide all labour, materials, supervision, statutory approvals, contingency measures and temporary facilities required to ensure continuous operation of critical railway systems throughout the replacement works.
The scope of the works is briefly described as below:
1. The Contractor shall be responsible for the replacement of the existing pumps and pipes, including all inline fittings, pipe brackets, outlets, isolation valves, automatic relief vents, pressure relief valves, and all associated accessories.
2. The Contractor shall conduct control panel circuitries modification works.
3. Testing and commissioning are required for all the replacement and installation works.
4. Provide all necessary temporary works and safety measures for the installation of works in order to enhance both operational and industrial safety.
Defects Liability Period: 12 months

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 21 September 2026 via the MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information
Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date stated in the prequalification invitation letter.
All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
The Corporation reserves the right to conduct negotiation with shortlisted tenderers or with the tenderer who submits the lowest price technical compliant tender on the technical and financial terms of the tender offer(s). Such negotiations may be conducted through e-auction or other appropriate methods as determined by the Corporation.
