Pre-qualification of Tenderers for
Trackwork and Overhead Line for SCL (Phase II)

Expressions of Interest are hereby invited from suitably qualified contractors wishing to tender for the Contract 1120B.

The MTR Corporation Limited (the Corporation) is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities. The Shatin to Central Link (SCL) will provide a strategic rail corridor from Shatin to Central, which comprises two sections (i) East West Line (EWL): Tai Wai to Hung Hom Section which is an extension of Ma On Shan Line via East Kowloon to connect West Rail Line (WRL) at Hung Hom; and (ii) North South Line (NSL): Cross Harbour Section which is an extension of the East Rail Line (EAL) at Hung Hom across the harbour to Admiralty. Construction of the SCL(NSL) commenced in 2014 for completion in 2020.
This invitation includes works for the Trackwork and Overhead Line for the SCL (NSL).

Contract Arrangements

Contract will be tendered and awarded as a lump sum contract, using the Corporation’s Conditions of Contract for Civil Engineering and Building Works Design and Construction in relation to the SCL Entrustment Agreement.

Tenderers will be required to submit a Variable Price tender with provision for price fluctuation adjustment to cover fluctuations in the prices of labour and materials and a Fixed Price tender (i.e. without provision for price fluctuation adjustment).

Background Information and Scope of Works

The major elements of works of the Contract are summarised below:
The manufacture, supply, delivery, installation, testing, commissioning and integrated tests for trackwork, overhead line system, track drainage and ancillary works including:
(a) approximately 12km of mainline, continuously welded single track, five (5) numbers of 1:14 non ballasted turnouts and one (1) number of 1:5.9 non ballasted diamond, all constructed using 60E1 Rail section;
(b) design of the 25kV a.c. Overhead Line System;
(c) provision of 25kV a.c. overhead rigid conductor rail system (ORCR) plus the overhead catenary system (OCS) for some particular areas.

Coordination Works

Exclusive access within the work sites will not be granted to the Contractor. The Contractor shall coordinate and share access with the Corporation's Designated and Interfacing Contractors. For works sites which are located within/adjacent to the existing MTR main line and depots, the Contractor shall maintain close liaison with the Railway Operator and Depot Managers at all times in carrying out the Works.

Requirements on the Contractors

Experience and expertise is required in major and complex track and overhead line works, which will involve deployment of some of the following construction techniques:
(a) The supply and installation of all track;
(b) Top-down track construction for non-ballasted tracks;
(c) Installation of trackwork and OHL to fine tolerances;
(d) Proven experience of installation of non-ballasted Trackforms including Floating Slab Trackform;
(e) Proven experience of the design, procurement and installation of the various types of 25kV a.c. OHL systems;
(f) Delivery and support the operation of Works Trains for the trackwork and OHL installation;
(g) Support TRIP Works Trains for Interfacing E&M Contracts in lifting and re-fueling;
(h) Installation of track drainage and ancillary works.
 

In keeping with the Corporation's partnering approach, the criteria for pre-qualification shall include the Contractor’s willingness to work within a partnering environment with a shared project commitment.

Suitable applicants will be provided with a brochure entitled "Preliminary Information Brochure for Prospective Contractors for Contract 1120B" together with a Pre-qualification Questionnaire for the Contract applied for. Completed Pre-qualification Questionnaires, together with related documents and materials shall be submitted and deposited in the Tender Box located at the Level 2 Reception Counter in the MTR Headquarters Building no later than 2:00 p.m. on 4 May 2015 (Hong Kong Time) to the address shown in Section 10.1 of the Preliminary Information Brochure. In addition, audited company accounts for the past 3 years are to be attached and, if a joint venture is proposed, accounts for each of the joint venture partners must be attached.

The information provided by applicants in response to the Pre-qualification Questionnaire will be used to assess the suitability of the Contractor or Joint Ventures to tender for and carry out the Works.
