Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. 

 

1.  Background Information 

The MTR Corporation Limited (the Corporation) is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities.  The Shatin to Central Link (SCL) comprises two phases, the first phase Tai Wa to Hung Hom section (i.e. Tuen Ma Line) was in full operation in Q2 2021.

 

Ma Chai Hang Recreation Ground (MCHRG) was used as a temporary works site to facilitate the construction of an emergency access of TML and ventilation building. After the operation of TML, MCHRG has to be re-provisioned for the use by the public.

 

Expressions of Interest are invited from suitably qualified contractors who have the necessary experience, capability and resources to carry out the re-provisioning of MCHRG works by using the BIM technology and digitalization tools. The Contractor shall comply with the Engineer’s design to construct the Works in compliance with the design standards and specification requirements for Government and utility works, in particular with the requirements of Leisure and Cultural Services Department (LCSD) and its key maintenance agents, namely Architectural Services Department (ArchSD), and Electrical and Mechanical Services Department (EMSD). 

 

2.  Scope of Services

The Works under Contract 11234 comprise of the Permanent Works and the necessary Temporary Works for the re-provisioning of MCHRG.  A brief description of the Scope of Works is provided below. The Works will encompass geotechnical, civil, structural, ABWF, building services, E&M, built-in furniture, landscaping works, and sourcing, supply and installation of loose furniture and equipment.

 

The Works under this Contract shall include the permanent works and the temporary works for the following:

 

Major Permanent and Modification Works:

 

(a) One 5-storey Sports Centre

(b) One 2-storey Annex Building

(c) A 11-A-Side Artificial Turf Football Pitch

(d) A Green Lawn and Green Area

(e) A 3m wide Jogging Track

(f) A Covered Walkway

(g) Children's Playground

(h) Fitness Area

(i) Hard Landscape and Street Furniture

(j) Soft landscape including tree and shrubs planting

(k) Modification to HyD Footbridge and Staircase in connection with MCHRG

(l) Modification to planters along crest of South Slope

(m) Modification of existing Ma Chai Hang Ventilation Building (MCV) Entrance and Emergency Vehicular Access (EVA)

 

Major Temporary and Modification Works:

 

(a) Temporary LCSD Office

(b) Temporary Public Toilets (with servicing and maintenance required during Defects Liability Period)

(c) Temporary Traffic Management at Ma Chai Hang Road and Choi Chuk Street and associated traffic/pedestrian diversion, carriageway/ footway re-alignment and/or modification

(d) Temporary storage for maintenance equipment

(e) Maintenance and diversion of the existing 24hr public access and the associated modification

(f) Excavation Lateral Support works

4.  Expressions of Interest

Contract 11234 will adopt the New Engineering Contract (4) – Engineering and Construction Contract (NEC4 ECC) Option A – Priced contract with activity schedule.  In keeping with the Corporation’s partnering approach, preference will be given to contractors who can clearly demonstrate and encourage a collaborative working approach and a shared commitment to achieving a successful project outcome.

 

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. on 12 November 2021, Friday (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5.  Deadline to Return Answers / Information 

Suitable applicants will be provided with a brochure entitled “Shatin to Central Link (SCL) - Contract 11234 - Re-provisioning of Ma Chai Hang Recreation Ground - Preliminary Information Brochure and Prequalification Questionnaire for Prospective Contractors” which is to be completed together with all the required submissions and returned no later than 2:00pm on 16 December 2021, Thursday (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System.

6.  Other Matters

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.  

 

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
